Completed SJCEHD inspection forms <br />are presented in Appendix F. <br />4.4.3 Compost Facility Monitoring <br />A compost facility exists onsite and was previously permitted under the previous WDR Order R5-2014-0006 <br />(RWQCB 2014). The compost facility is now regulated under State Water Board Order WQ 2020-0012-DWQ- <br />R5S013, General Waste Discharge Requirements for Commercial Composting Operations (RWQCB 2020). As a <br />requirement of Order WQ 2020-0012-DWQ-R5S013, an annual monitoring and maintenance report for 2024 will <br />be submitted by April 1, 2025. <br />According to the Forward Landfill Operations Manager, the compost facility received 22,665.72 tons of green <br />waste and produced 14,125.83 tons of compost during fourth quarter 2024. Documentation is included in <br />Appendix F. <br />4.4.4 Quarterly Compliance <br />Three NOVs were issued by the RWQCB during fourth quarter 2024 (RWQCB 2024d, 2024e, 2024f). <br />The first NOV, dated November 22, 2024 (RWQCB 2024d), was for a required update to the financial assurance <br />cost estimate to consider future costs associated with corrective action. The Financial Assurance for Corrective <br />Action was submitted to the RWQCB on March 3, 2025 (Arcadis 2025c). <br />The second NOV, dated December 11, 2024 (RWQCB 2024e), was for an incomplete winterization plan and for <br />the application of alternate daily cover on exterior side slopes of landfill, which drain to the sedimentation basins <br />and surface water (Little John’s Creek). Corrective actions were completed in December 2024 and a response to <br />the December 11, 2024, NOV was submitted by Forward on January 13, 2025 (Forward 2025a). <br />The third NOV, dated December 17, 2024 (RWQCB 2024f), was for acceptance of non-conforming waste. A <br />response to the NOV was submitted by Forward on January 22, 2025 (Forward 2025b). <br />5 Summary – Fourth Quarter 2024 <br />This section summarizes the monitoring results at the Site for fourth quarter 2024. <br /> In general, there has been little change in the distribution of VOCs during recent quarters, which suggests that <br />the groundwater plumes are stable or decreasing. <br /> Fifty wells reported one or more VOCs at concentrations exceeding the PQLs, with wells AMW-22S and <br />AMW-50M exhibiting the greatest total number of VOCs detected and AMW-22S exhibiting the highest VOC <br />concentrations detected (Tables 3a through 3c). <br /> Four new groundwater monitoring wells, designated as AMW-54R, AMW-62, AMW-63, and AMW-64, were <br />installed between September and October 2024 as additional detection monitoring points for the future <br />construction of WMUs at the Site. These wells were installed in accordance with the Revised Work Plan for <br />Detection Monitoring Points Downgradient of Waste Management Units FU-24 and FU-25 (Arcadis 2024h). <br />The four new detection monitoring points were added to the quarterly monitoring program beginning in fourth <br />quarter 2024.
