Data for this location are from December 20, 2024. <br />4.4.2 Standard Observations <br />Forward personnel conduct standard observations within, around the perimeter, and across the Site, in <br />accordance with MRP Tables 31 and 32 (RWQCB 2024a). Standard observations include identifying evidence of <br />liquids entering or leaving the landfill and signs of ponding on the landfill or erosion of the landfill cover soils, as <br />well as identifying strong landfill gas odors. Completed Forward inspection forms are presented in Appendix F. <br />The Forward Landfill Operations Manager performs weekly monitoring for odors along the perimeter of the landfill <br />and on the landfill surface pursuant to the Forward Landfill Odor Control Management Plan (Forward 2009). If an <br />odor complaint is received from the public, Forward performs an immediate investigation to identify the source. <br />Mitigation measures are implemented following confirmation of an odor. No odors were reported in fourth quarter <br />2024. <br />In addition to Forward’s inspections, the San Joaquin County Environmental Health Department (SJCEHD) <br />performed monthly inspections at the Site on October 18, November 19, and December 31, 2024. The <br />inspections from these dates included an additional asbestos inspection. During the October 18, 2024, inspection, <br />the SJCEHD found areas of concern regarding a large amount of exposed glass observed northwest of the <br />asbestos area and truck drivers not wearing personal protective equipment. During the November 19, 2024, <br />inspection, the SJCEHD found areas of concern regarding a large amount of exposed glass on the northern <br />portion of WMU FU-08 and truck drivers not wearing personal protective equipment. One Notice of Violation <br />(NOV) was issued by the SJCEHD during the November 19, 2024, inspection for the exposed glass on the <br />northern portion of WMU FU-08. Corrective actions were completed before the following December 31, 2024, <br />inspection. During the December 31, 2024, inspection, two NOVs were issued by the SJCEHD for litter observed
