Revised Quarterly Monitoring Report – <br />Fourth Quarter/Annual 2024 <br />www.arcadis.com <br />Revised - Forward Landfill 4Q24 Quarterly Mon Report 06262025 17 <br />quarters 2024 (Arcadis 2024c, 2024g, 2024k). The fourth quarter 2024 field results and laboratory analytical <br />results are discussed in Section 2.2. <br />6.1.3 Surface Water Monitoring <br />Surface water is monitored quarterly in accordance with MRP Section B.3 (RWQCB 2024a). Site run-on and run- <br />off control facilities are designed to effectively channel surface water to site stormwater/sedimentation ponds. <br />Surface water flow is controlled by a series of upstream dams, and samples are collected quarterly when flow is <br />observed. No discharges from the Site into the adjacent creeks were reported in 2024. <br />Comparisons of the water quality data from surface water monitoring points FSW-1, located upstream, and FSW- <br />2, located downstream, indicated similar constituent concentrations and no VOCs were detected, suggesting that <br />the landfill operations are not impacting water quality. Surface water trend graphs are not possible due to the <br />infrequency of sufficient water for sampling. <br />Comparisons of the historical water quality data from surface water monitoring points ASW-1, located upstream, <br />and ASW-2, located downstream indicated similar concentrations, suggesting that the landfill operations are not <br />impacting water quality. Toluene was detected in the surface water collected from surface water monitoring point <br />ASW-2 in second quarter 2024. No VOCs were detected in first and third quarters 2024, and all surface water <br />locations were dry in fourth quarter 2024. Surface water analyte trend graphs are not possible due to the <br />infrequency of sufficient water for sampling; however, the data collected in 2024 are within the historical range. <br />6.2 Compliance Record <br />This section outlines the compliance record for 2024 as required by MRP Section E.2.f (RWQCB 2024a). <br />San Joaquin California Environmental Health Department <br />NOVs were issued by the SJCEHD during each quarter in 2024. The SJCEHD NOVs and Forward Landfill <br />responses are included in Appendix F. <br />First Quarter 2024 <br />One NOV was issued by the SJCEHD during the February 15, 2024, site visit regarding possible hazardous <br />waste accepted by the landfill (adhesive and silicone white roofing material) from Tesla. On February 5, 2024, a <br />Letter of Potential Non-Conforming Waste Event at the Forward Landfill (Forward 2024a) was provided to the <br />RWQCB, confirming that no hazardous waste was accepted; therefore, there was not an incident of <br />noncompliance related to this event. <br />Second Quarter 2024 <br />One NOV was issued by the SJCEHD during the May 23, 2024, site visit, and one NOV was issued during the <br />June 28, 2024, site visit. The NOV from May was issued regarding wind-blown litter observed across the street <br />from the landfill in a neighboring orchard. The NOV from June was issued regarding an erosion channel with <br />exposed waste observed on the slope southeast of the active face. In response to both NOVs, Forward <br />completed the necessary actions specified in each NOV to bring the landfill back into compliance. <br />Third Quarter 2024
