Revised Quarterly Monitoring Report – Fourth Quarter/Annual 2024 www.arcadis.com Revised - Forward Landfill 4Q24 Quarterly Mon Report 06262025 18 One NOV was issued by the SJCEHD during the August 27, 2024, site visit regarding an erosion channel with exposed waste observed on the slope west of the active face. In response to the NOV, Forward completed the necessary actions specified in the NOV to bring the landfill back into compliance. In the notes of the September 24, 2024, inspection, it was documented that the violation for drainage and erosion control has been corrected. Fourth Quarter 2024 One NOV was issued during the November 19, 2024, inspection for the exposed glass on the northern portion of WMU FU-08. In response to the NOV, Forward completed the necessary actions specified in the NOV to bring the landfill back into compliance. Two NOVs were issued during the December 31, 2024, inspection for litter observed on neighboring properties and for no cover placed on the southern slope. Regional Water Quality Control Board No NOVs were issued by the RWQCB during the first or third quarters 2024. Two NOVs were issued by the RWQCB during second quarter 2024 and three NOVs were issued during fourth quarter 2024. Second Quarter 2024 One NOV (RWQCB 2024b) was issued by the RWQCB on April 3, 2024, regarding failure to properly characterize waste before disposal. A response to the NOV was submitted by Forward on May 6, 2024 (Forward 2024b). One NOV (RWQCB 2024c) was issued by the RWQCB on April 18, 2024 regarding exposed waste/inadequate cover soil on WMUs FU-06, FU-08, FU-10, FU-13, and FU-14. All corrective actions were completed by June 1, 2024. Fourth Quarter 2024 One NOV (RWQCB 2024d) was issued by the RWQCB on November 22, 2024, regarding a required update to the financial assurance cost estimate to consider future costs associated with corrective action. The Financial Assurance for Corrective Action was submitted to the RWQCB on March 3, 2025 (Arcadis 2025c). One NOV (RWQCB 2024e) was issued by the RWQCB on December 11, 2024, regarding incomplete winterization and application of alternate daily cover on exterior side slopes of the landfill, which drain to the sedimentation basins and surface water (Little John’s Creek). A response to the December 11, 2024, NOV was submitted by Forward on January 13, 2025 (Forward 2025a). Corrective actions were completed in December 2024. One NOV (RWQCB 2024f) was issued by the RWQCB on December 17, 2024, regarding acceptance of non- conforming waste. A response to the NOV was submitted by Forward on January 22, 2025 (Forward 2025b). 6.3 Waste Types and Quantities The types and quantities of waste handled during the first through third quarters 2024 were previously documented by Arcadis (2024c, 2024g, 2024k); data for fourth quarter 2024 are presented in Section 4.4.1. The types and quantities of waste for each quarter in 2024, and the totals for the entire year, are summarized in the Table 6-3 below. The approximate waste placement areas for all four quarters were WMUs FU-13, FU-19, and FU-23, and a figure showing these areas is included in Appendix F.
