WELL INSTALLATION AND INTERIM REMEDIAL ACTION REPORT <br />www.arcadis.com <br />FINAL_Forward CHCF (CDCR) Well Installation Report_10182024 <br /> <br />22 <br />7 Groundwater Extraction and Treatmen t System <br />Operation, Maintenance, and Monitoring <br />This section describes the remediation system instructions, operation, maintenance, and monitoring , and <br />associated reporting. <br />7.1 Operation and Maintenance Manual <br />Arcadis will prepare an operation and maintenance manual for the GWETS that will include the following content: <br />• Instructions for operating the system, including procedures for startup, normal operation, shutdown, and <br />emergencies; <br />• Maintenance procedures and schedules for the equipment; <br />• Information regarding compliance requirements; <br />• System drawings; <br />• Equipment cutsheets; and <br />• Performance monitoring data log sheets. <br />7.2 Operation <br />This section describes the methodology for GWET system operation. <br />7.2.1 Startup and Shakedown Testing <br />Once GWET system installation and construction activities are conducted, the GWET system will be inspected <br />and wet-tested to verify that it meets or exceeds design criteria, including equipment operating performance, <br />system control functionality, measurement accuracy, and safety. <br />Following inspection and testing, the GWETS will be brought online for a controlled startup and shakedown. The <br />system will begin operating with only one well at a time. Once all the individual wells are tested and parameters <br />verified, the extraction wells will be operated concurrently to verify the full system is operating within the design <br />parameters. During this time, verification of treatment with GAC will be confirmed before disposal of treated <br />groundwater at the infiltration basin. This will include sampling to confirm VOCs are being removed from the <br />influent via the GAC train and that effluent analytical detections are within permit discharge requirements. <br />7.2.2 Full-Scale Operation <br />Once startup and shakedown testing have been conducted, the GWETS will move into full-scale operation. <br />Personnel will perform operation, maintenance, and monitoring visits daily for the first week to monitor system <br />performance, perform routine maintenance, and make necessary adjustments to optimize performance and to <br />ensure that the system is being operated and maintained within discharge permit limits and that operating <br />conditions are steady and within target ranges. The frequency of system operational mon itoring will be reduced <br />over time when operating parameters are steady and predictable, and readings and samples will be collected in <br />compliance with permit requirements.
