Central Valley Regional Water Quality Control Board <br />27 March 2023 <br />Krisneil Nair Via e-mail <br />Environmental Manager <br />Forward, Inc. <br />9999 South Austin Road <br />Manteca, CA 95336 <br />REVIEW AND CONDITIONAL APPROVAL FOR CDCR SITE INVESTIGATION AND <br />REMEDIAL DESIGN WORK PLAN SECOND ADDENDUM, FORWARD INC. AND REPUBLIC <br />SERVICES, FORWARD LANDFILL, SAN JOAQUIN COUNTY <br />Forward Inc., a subsidiary of Republic Services (Discharger) owns and operates the <br />Forward Landfill in San Joaquin County. Waste disposal operations, landfill closure, <br />implementation of corrective actions and groundwater remediation at the Forward Inc. <br />landfill is regulated by Waste Discharge Requirements (WDRs) Order R5-2003-0080, <br />R5-2014-0006 and Cleanup and Abatement Order (CAO) R5-2017-0703 for remedial <br />actions associated with a release of contaminants from the unlined Austin Road Unit. <br />Central Valley Regional Water Quality Control Board (hereafter, Central Valley Water <br />Board) staff have reviewed the CDCR Site Investigation and Remedial Design Work <br />Plan Second Addendum submitted on 1 February 2023. The workplan proposes <br />installation of three groundwater extraction wells (EW-2, EW-3, EW-4), four piezometers <br />(PZ-3, PZ-4, PZ-5 and PZ-6) and three groundwater monitoring wells in both the <br />shallow and intermediate aquifer zones for a total of six groundwater monitoring wells <br />(AMW-50s/m, AMW-51s/m and AMW-52s/m) on the CDCR property. <br />Based on Table 1 of the report (Proposed Groundwater Monitoring Well Construction <br />Details), groundwater monitoring wells and piezometers will be constructed to <br />approximately 90 and 120 feet below ground surface (bgs) and have well screen <br />lengths up to 20 feet. The proposed extraction wells will be completed to a depth of <br />approximately 120 feet bgs with a 6-inch diameter and the screen length and slot size <br />will be based on sieve analysis. <br />Technical Comments: <br />Prior to the submittal of the workplan addendum and without written approval, Forward Inc., <br />installed groundwater monitoring wells AMW-50s/m, AMW-51s/m, AMW-52m and piezometer <br />PZ-3. Consequently, Central Valley Water Board staff’s comments and the conditional approval <br />only applies to the proposed extraction wells (EW-2, EW-3, EW-4), groundwater monitoring well <br />AMW-52s, and piezometers PZ-4, PZ-5 and PZ-6.
