3 August 2017 <br />Mr. Joseph Lipka <br />Forward Landfill <br />9999 South Austin Road <br />Manteca, CA 95336 <br />CONDITIONAL APPROVAL OF INTERIM GROUNDWATER REMEDIATION WORKPLAN, <br />FORWARD LANDFILL, SAN JOAQUIN COUNTY <br />The disposal of solid waste at the Forward Landfill in San Joaquin County is regulated by Waste <br />Discharge Requirements Order R5-2014-0006 and Cleanup and Abatement Order (CAO) <br />R5R5-2017-0703. The Discharge of treated groundwater is regulated by Waste Discharge <br />Requirements Order R5-2003-0080.Republic Services Inc. (Discharger) owns and operates the <br />facility. <br />Regional Board staff received the 30 June 2017 Interim Groundwater Plume Remediation <br />System Workplan (Workplan), which was submitted to comply with Requirement 3.C of the <br />CAO. Requirement 3.C of the CAO states, “By 1 July 2017,the Discharger shall submit an <br />Interim Groundwater Plume Remediation System Workplan, which proposes the installation of <br />additional groundwater extraction wells to remediate areas north of the landfill where the <br />Discharger identified total VOC concentrations in groundwater exceeding 25 µg/l (as shown on <br />Attachment B of this Order). The extraction wells shall be located near the center of plume mass <br />and must be able to contain and treat the VOCs, create an inward gradient of the groundwater <br />table, measured from existing monitoring wells within the plume, in all zones affected by the <br />release. The workplan must include: a) the number and location of wells to be installed, b) the <br />information listed in the first section of Attachment F, c) extraction rate for each well, and d) a <br />treatment and discharge plan for the extracted groundwater. In addition, the work plan shall <br />propose a monitoring plan for this system which will demonstrate the areal radius of influence <br />for each pumping well and the volume of groundwater pumped from each well.” <br />Workplan Review: <br />At this time, the Workplan proposes to install Extxtraction Well (EW-5) within the Department of <br />Corrections Facility where total VOC concentrations exceed 25 µg/l.Based on boring logs from <br />other wells in the area, the Discharger anticipates completing well EWEW-5 to a total depth of 125 <br />to 150 feet below ground surface.Well EWEW-5 is proposed to be screened across coarse <br />grained intervals anticipated to be encountered from approximately 75 to 150 feet below ground <br />surface. The Workplan also proposes to convert existing Monitoring Well AMW-19BR to an <br />extraction well.Well AMW-19BR is screened between 137 and 159 feet below ground surface. <br />Once well EW-5 is installed and well AMW-19BR is converted to an extraction well the <br />Discharger proposes to perform a pump test to determine sustainable groundwater extraction <br />rates and the radius of influence from each pumping well to comply with the WDRs and CAO. <br />The Workplan proposes to install pressure transducers within Monitoring Wells AMW-12, AMW-
