(Forward) is pleased to submit this California Department of Corrections and Rehabilitation (CDCR) Site <br />Investigation and Remedial Design Work Plan Second Addendum (Second Work Plan Addendum). On January 25, <br />2023, in order to facilitate the review of the revised remedial scope, the RWQCB requested a work plan addendum, <br />proposed well construction details, and schedule. This Second Work Plan Addendum is intended to further describe <br />the expanded interim remedial design scope of work proposed following a virtual technical meeting held with the <br />Regional Water Quality Control Board (RWQCB) on September 26, 2022, in a weekly update email dated October 14, <br />2022, and in a Technical Memorandum submitted to the RWQCB on November 4, 2022. <br /> <br />As directed by the RWQCB under the 2017 Cleanup and Abatement Order (CAO) R5-2017-0703, our work on the CDCR <br />property last May for the interim treatment design included the installation and hydraulic testing of one groundwater <br />extraction well screened in the shallow water bearing zone near the center of the VOC plume mass (as previously indicated <br />by the carbon tetrachloride and chloroform impacts observed at the only groundwater monitoring well on the CDCR <br />property, AMW-22S) and two adjacent piezometers. Following the hydraulic testing of the extraction well and the <br />completion of the first phase of investigation completed on the CDCR property last June and July, the expanded interim <br />treatment design scope includes the installation of three additional extraction wells, four piezometers, and three <br />monitoring wells on the CDCR property north of Forward Landfill. The additional extraction wells will be screened in the <br />intermediate water bearing zone and the monitoring wells and piezometers will be screened in the shallow and <br />intermediate zones. <br /> <br />Following approval of the Second Work Plan Addendum, Forward will continue coordinating with the CDCR to implement <br />the required interim remedial action for groundwater on the CDCR property and will keep the RWQCB apprised on <br />progress. Following completion of the proposed field activities, Arcadis will evaluate the data and prepare a summary of <br />the results.
