From: Ron Gestler
Sent:Thursday,July 26, 2018 5:56 PM
To: 'Phiri,Aimee@Waterboards' <Aimee.Phiri@waterboards.ca.gov>
Subject: OxyChem Stockton Site Question
Good afternoon, Aimee. Ron Gestler here from Geosyntec Consultants. You and I last had contact back in February of
this year when Geosyntec was preparing to conduct a one-day root depth investigation at the OxyChem Site at 1904
West Charter Way in Stockton—the objective of that investigation being to evaluate the degree of deep-rooting by trees
of the Site's phytoremediation system. Hopefully you might recall me—we had a few back-and forth emails as we
prepared for that investigation.
Aimee, I'm contacting you today to inform you that Geosyntec has just recently been awarded this Site as the new Site
consultant by the RP (OxyChem-Glenn Springs Holdings), so we will be taking over from Apex as the lead consultant for
O,M&M activities. On that note,we are now making preparations to perform the second semi-annual Site monitoring
event in about a month's time, so I wanted to inform you of that. As part of the monitoring we intend to collect the
routine groundwater samples from appropriate monitoring wells and also collect soil samples at five locations in the
phytoremediation plantation. Our present understanding of monitoring requirements is that we are required to collect
soil samples from 5 locations (4 depths at each location)for nitrogen compounds(ammonia as nitrogen, nitrate as
nitrogen and pH) every 2 years (Q3 in even-numbered years). We base this understanding on two documents found on
GeoTracker:
Revised Contingency Plan (Geomatrix, Oct 2005)
"In accordance with the Phytoremediation Work Plan, subsequent soil sampling will be conducted semiannually in April
and October for evaluating the progress of phytoremediation"
Monitoring Well Destructions and Soil Sampling Schedule (RWQCB, 21 Dec 2012)
"The fall 2011 sampling data show that nitrogen still exceeds cleanup goals in many locations. Therefore, OxyChem
needs to continue sampling for nitrogen compounds. However, the frequency may be reduced to biennially in even
numbered years. OxyChem obtained soil samples in the 3rd quarter of 2012, and the next scheduled soil sampling event
shall occur in the 3rd quarter of 2014."
When you have a moment, please confirm that there is still a soil sampling requirement in effect for the Site, as
described above. We are presently planning on performing this sampling/analysis next month, but I thought it prudent
to inquire with you to confirm the requirement and analysis protocol.
I can be reached at your convenience by phone (925 278-8688) or by email, so please feel free to contact me if you'd like
to discuss this or any other issues related to the Site.
Thank you and I look forward to speaking with you again soon.
Ron Gestler
Senior Consultant
------------------------------------------------------
Phone: 925.278.8688
Fax: 877.380.9153
www.geosyntec.com
This electronic mail message contains information that(a)is or may be LEGALLY PRIVILEGED,CONFIDENTIAL,PROPRIETARY IN NATURE,OR
OTHERWISE PROTECTED BY LAW FROM DISCLOSURE,and(b)is intended only for the use of the Addressee(s)named herein. If you are not the
2
