January 19, 2022 — In a letter, the CVRWQCB requested a Revised RAP that addresses the comments in the referenced CVRWQCB letter by March 25, 2022. April 29, 2022 — Apex submitted a Revised RAP as requested in the January 19, 2022 letter by the CVRWQCB. August 10, 2022 — In a letter, the CVRWQCB requested the installation of proposed remediation wells as described in the April 29, 2022 Revised RAP, and submit a well installation report by November 11, 2022. August 22, 2023 —In a letter titled, Updated Request for Remediation Startup Report and Addition Work Plan, McBillin Real Estate Investment, 2154 South El Dorado Street, Stockton, San Joaquin County, LUST Case 9391184, Global ID #T10000002615, the CVRWQCB summarized the ECAP/JET call held on August 14, 2023. The letter summarized the requirement of a submittal of an off-site monitoring well installation workplan and the remediation system startup schedule and reporting (Appendix A). Site-specific processes/procedures are outlined within each section of the workplan below. SUMMARY OF PROPOSED ACTIVITIES On August 14, 2023, Apex and the CVRWQCB completed an ECAP/JET conference call during which, it was agreed that two (2) additional deep monitoring wells are needed to delineate the downgradient extent of the Site dissolved hydrocarbon plume(Appendix A). The existing deep zone monitoring well network is depicted within the attached Figure 3. During the August 14 meeting, it was agreed that the additional monitoring wells should be installed east and southeast of the existing MW-12 utilizing a similar screen interval to that utilized within MW-12. The proposed deep zone monitoring well configuration based on the August 14, 2023 conference call and subsequent reconnaissance by Apex staff is included within the attached Figure 4. Minor adjustments to locations due to traffic management requirements, permitting, and utilities may be required.
