(Apex) has been authorized by Mr. Min Le of McBillin Real Estate
Investment (McBillin) to provide ongoing environmental services at the McBillin Real Estate
Investment Property(herein after referred to as S ite). On August 14,2023,Apex staff participated in
a conference call with Central Valley Regional Water Quality Control Board Staff(CVRWQCB)
through the Expedited Claim Account Program (ECAP) Joint Execution Team (JET). Through the
call, it was agreed that two (2) additional deep monitoring wells are needed to delineate the
downgradient extent of the Site dissolved hydrocarbon plume. This Off-Site Groundwater Well
Installation Workplan outlined below describes the proposed activities to address the required
delineation.
This report is based, in part, on information obtained by Apex from McBillin, and is subject to
modification as newly acquired information may warrant. Apex Standard Operating Procedures,
field data, and analytical results are provided as appendices.
SITE DESCRIPTION
The Site is located at 2154 South E1 Dorado Street, in Stockton, San Joaquin County, California
(Figure 1). The Site is currently an empty lot that was a former gas station with five(5)underground
storage tanks (USTs) that were removed on October 7, 2010.
