Site Assessment and Well Destruction Work Plan <br /> FORMER HESS-DUBOIS CLEANERS <br /> 348 West Harding Way, Stockton, California <br /> 1.0. INTRODUCTION <br /> An unauthorized release of solvents was discovered at the site during the removal of eight <br /> underground storage tanks (USTs) in January 1991. Impacted soil that was excavated <br /> during the UST removals was subsequently utilized as backfill material. Between 1991 <br /> and 2003, numerous monitoring wells (MW-1 through MW-10 and MW-3R)were installed <br /> at the site, however, the total extent was never fully defined. In August 2006, two <br /> additional USTs were discovered but were not removed until May 2015. During the <br /> removal, San Joaquin County Environmental Health (SJCEHD) officials noted that two of <br /> the monitoring wells at the site (MW-2 and MW-7) were damaged and creating potential <br /> conduits for contaminant migration. Shortly after the discovery of the damaged monitoring <br /> wells, the RWQCB requested that a site assessment work plan be developed to <br /> adequately define the extent of contamination within the site and destroy the damaged <br /> monitoring wells. <br /> This Work Plan provides procedures the advancement and sampling of soil borings at the <br /> site as well as for the destruction of the damaged monitoring wells. The site and <br /> surrounding area are illustrated in Figure 1. Structures, well locations, and soil borings <br /> are illustrated in Figure 2. The RWQCB work plan request is detailed in Appendix A. <br /> 2.0. SCOPE OF WORK <br /> Due to the discovery of petroleum impacted soil and damaged monitoring wells at the <br /> site, AGI is proposing the following scope of work: <br /> • Permitting and pre-field work activities. <br /> • Advancement of soil borings and collection of soil samples. <br /> • Destruction of the damaged monitoring wells. <br /> • Preparation of a report of findings. <br /> Each of the tasks is discussed in detail below. <br /> 2.1. PERMITTING AND PRE-FIELD WORK ACTIVITIES <br /> Applicable boring and well destruction permits will be submitted to the SJCEHD. As <br /> required by SJCEHD permitting, a health and safety plan will be prepared in accordance <br /> with Occupational Safety and Health Guidance Manual for Hazardous Waste Site <br />
