SAN J0AQUIN <br />COUNTY <br />AMENDED Environmental Health Department <br />8/13/2025 <br />Aboveground Petroleum Storage Act Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />3 b's truck & auto laza <br />114749 N Thornton RD Lodi <br />lAugust 05 2025 <br />59 <br />Code of Fed Regulations 112.7(a)(1), 112.8(c)(8) 4010056 - SPCC adequately describes overfill prevention methods, <br />and devices/systems used for each container <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to adequately describe the <br />overfill prevention methods, including a description of the devices or systems in place for each container to prevent <br />overfills <br />- In section 4.2.8 of the SPCC plan it discusses Overfill Prevention Systems. The Professional Engineer mentions that, <br />"Per Facility management overfill alarm systems are installed on all diesel and gasoline tanks located in the eastern tank <br />farm." It appears the Engineer did not confirm the presence of overfill alarm systems in the 4 outdoor tanks. <br />- In section 4.2.8 of the SPCC plan, it states "ASTs equipped with liquid level sensing devices are tested on a monthly <br />basis during the monthly inspection of the facility". This statement does not specify what ASTs have liquid level sensing <br />devices. <br />- Section 4.2.8 fails to address overfill prevention methods for all tanks on site. <br />REGULATION GUIDANCE:: 112.7 (a)(1) Include a discussion of your facility's conformance with the requirements listed <br />in this part [§112.7]. 112.8 (c)(8) <br />CORRECTIVE ACTION: The SPCC plan shall adequately address overfill prevention methods, including a description of <br />the devices or systems in place for each container to prevent overfills. Provide proof of correction to the EHD. <br />This is a (Class 2) Violation. <br />60 <br />Code of Fed Regulations 112.8(c)(8), 25270.4.5(a) 4030019 - Each container installation has a liquid level sensing <br />device. <br />OBSERVATION: Facility failed to design or update each container installation in accordance with good engineering <br />practice to avoid discharges and failed to provide for each container installation the following <br />On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the there were several <br />issues required to be corrected for the facility to be deemed fit for service, at the time of inspection none of these <br />requirements were documented or mentioned in the SPCC plan, as required. <br />Issues as mentioned by SP001 certified inspector from CGRS: <br />- All indoor tanks are in need of overfill alarms <br />- All outdoor tanks need interstice leak detectors <br />REGULATION GUIDANCE: (c)(8) Engineer or update each container installation in accordance with good engineering <br />practice to avoid discharges. You must provide at least one of the following devices: (i) High liquid level alarms with an <br />audible or visual signal at a constantly attended operation or surveillance station. In smaller facilities, an audible air vent <br />may suffice. (ii) High liquid level pump cutoff devices set to stop the flow at a predetermined container content level. (iii) <br />Direct audible or code signal communication between the container gauger and the pumping station. (iv) A fast response <br />system for determining the liquid level of each bulk storage container such as digital computers, telepulse, or direct vision <br />gauges. If you use this alternative, a person must be present to monitor gauges and the overall filling of bulk storage <br />containers. <br />CORRECTIVE ACTION: Immediately install an approved liquid level sensing device on all tanks on site in accordance <br />with CFR 112.8 and implement necessary procedures to ensure that this device is fully functional and in use at all times <br />during tank's filling operations, provide proof of correction to the EHD. <br />This is a Repeat (Class 2) Violation. <br />EHD - CUPA Inspection Report IS02 <br />Page 8 of 10 FA0000482 PR0515788 4533103 8/13/2025 <br />1868 E.
