SAN J0AQUIN <br />COUNTY <br />AMENDED Environmental Health Department <br />8/13/2025 <br />Aboveground Petroleum Storage Act Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />3 b's truck & auto laza <br />114749 N Thornton RD Lodi <br />lAugust 05 2025 <br />48 <br />Code of Fed Regulations 112.8(c)(2) 4030010 - Adequately sized secondary containment provided and maintained for <br />bulk storage containers <br />OBSERVATION: The facility failed to maintain secondary containment for bulk storage tank installations. <br />- The SPCC plan mentions that the concrete -lined mechanic's pit is used as secondary containment for the tanks located <br />within the truck repair shop. The pit was observed full of absorbent material, approximately 2 inches in thickness. <br />REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations (except mobile refuelers and other non - <br />transportation -related tank trucks) so that you provide a secondary means of containment for the entire capacity of the <br />largest single container and sufficient freeboard to contain precipitation. You must ensure that diked areas are sufficiently <br />impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly employed for this purpose. You <br />may also use an alternative system consisting of a drainage trench enclosure that must be arranged so that any <br />discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />CORRECTIVE ACTION: Immediately maintain adequate secondary containment for the tanks located in the truck repair <br />shop by ensuring the secondary containment is clean and clear of any solids or liquids and provide proof to EHD. <br />This is a Repeat (Class 2) Violation. <br />57 <br />Code of Fed Regulations 112.7(e), 112.8(c)(6) 4010021 - Written Inspection/testing procedures kept, inspection/testing <br />records signed, kept for 3 years <br />OBSERVATION: The facility failed to keep written procedures and records of inspections for at least three years. Copies <br />of inspection records for the following dates were not found on site: <br />- Daily inspections from December 22 to 31 for the year 2023 <br />- Annual inspections for the years 2022, 2023, 2024 <br />REGULATION GUIDANCE: 112.7(e), Conduct inspections and tests required by this part in accordance with written <br />procedures that you or the certifying engineer develop for the facility. You must keep these written procedures and a <br />record of the inspections and tests, signed by the appropriate supervisor or inspector, with the SPCC Plan for a period of <br />three years. Records of inspections and tests kept under usual and customary business practices will suffice for <br />purposes of this paragraph. 112.8(c)(6) Test or inspect each aboveground container for integrity on a regular schedule <br />and whenever you make material repairs. <br />CORRECTIVE ACTION: Inspections and tests must be conducted in accordance with the written procedures developed <br />in the Spill Prevention, Control, and Countermeasure (SPCC) Plan. Records of these inspections and tests must be <br />signed by the appropriate supervisor or inspector and kept on-site with the SPCC Plan for three years.
