On a regular schedule. 2. Inspecting each container’s <br />supports, foundations, and outside for signs of deterioration, discharges, or accumulation of oil inside diked areas. <br /> <br />REGULATION GUIDANCE: 112.7(e) Conduct inspections and tests required by this part in accordance with written <br />procedures that you or the certifying engineer develop for the facility. <br />CORRECTIVE ACTION: Immediately begin conducting all inspections and tests in accordance with the procedures <br />outlined in the SPCC Plan and begin using forms provided by the SPCC plan. Keep written inspection procedures and <br />records of inspections and testing signed by the appropriate supervisor/inspector for at least three years. Submit <br />proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.8(c)(10) 4030021 - Visible discharges promptly corrected and any accumulation of oil in <br />diked areas promptly removed.. <br />OBSERVATION: The facility failed to promptly correct visible discharges of oil from the cutback oil tank. Dark staining <br />was observed overflowing onto the exterior of the tank and into the secondary containment area. Dried accumulations <br />of oil were noted within the secondary containment. Additional buildup from the overflow was observed on top of the <br />manway, which may hinder proper functionality. <br />REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the container, <br />including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts. You must promptly remove any <br />accumulations of oil in diked areas. <br />CORRECTIVE ACTION: Immediately clean and remove all oil accumulation in the secondary containment and on the <br />tank. Manage all wastes according to the California Code of Regulations Title 22 hazardous waste regulations, submit <br />proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 63 <br />Code of Fed Regulations 112.8(d)(4) 4030026 - Aboveground valves, piping, and appurtenances are regularly <br />inspected. <br />OBSERVATION: The facility failed to regularly inspect aboveground valves, piping, and appurtenances. The man hole <br />on top of the 10,000 gallon cutback tank is observed to be in a deteriorate state. Inspect flange joints, expansion <br />joints, valve glands and bodies, catch pans, pipeline supports, locking of valves, and metal surfaces. <br />REGULATION GUIDANCE: (d)(4) Regularly inspect all aboveground valves, piping, and appurtenances.
