Environmental Health Department <br />AMENDED <br />9/2/2025 <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />July 22, 2025 <br /> Facility Address: <br /> 10500 S Harlan RD, French Camp <br /> Facility Name: <br /> Granite Construction Company-French Camp <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />This is (Minor) Violation. <br />Code of Fed Regulations 112.7(f)(1) 4020001 - Training provided for op/maint of equip, discharge procedures, <br />laws/regs, general fac ops, and SPCC. <br />OBSERVATION: It appears that the oil handling personnel were not adequately trained, as required. On the Weekly <br />Inspection form the following were check off as passing but in fact do not reflect the current state of the site during the <br />time of inspection: <br />- "Storage area and spill/leak containers free of spills and leaks"; the <br />- "Containers in good condition (check for dents and corrosion); primary tank free of water and interstitial space free of <br />liquid"; The AST-14 tank has a missing cover and a bent cover. The insulation is exposed and the sheet metal is <br />missing in a certain area <br />- "No debris or fire hazardous in containment"; the secondary containment contained dried debris <br />- Page 15 of the SPCC Plan states: "If the Plant Superintendent or Plant Foreman suspects possible pollutants (e.g. <br />oil sheen), absorbents will be used to remove the oil or the water will be removed by a certified hazmat contractor and <br />disposed of properly. Records will be kept of this type of event. Copy of inspection forms and records can be found in <br />Appendix H." <br />Facility failed to provide training to Greg Martz, Plant Engineer, the oil-handling personnel regarding the following: 1. <br />The operation and maintenance of equipment to prevent discharges. 2. Discharge procedure protocols. 3. Applicable <br />pollution control laws, rules, and regulations. 4. The contents of the SPCC Plan. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil-handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br />regulations; general facility operations; and, the contents of the facility SPCC Plan. <br />CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of the <br />training log and training content to the EHD. <br />This is (Class 2) Violation. <br /> 30 <br />Code of Fed Regulations 112.7(e), 112.8(c)(6) 4010021 - Written Inspection/testing procedures kept, inspection/testing <br />records signed, kept for 3 years. <br />OBSERVATION #1: The facility failed to comply with the following requirements: - The facility failed to maintain <br />records of inspections and tests in accordance with written procedures that the certifying engineer developed for the <br />facility, including integrity tests, signed by the appropriate supervisor or inspector. The inspection forms used onsite <br />are not the forms included in the Spill Prevention, Control, and Countermeasure (SPCC) Plan. <br />- The facility uses a modified monthly SP001 inspection form that is missing the tank ID and inspector name, this <br />creates a compliance and documentation issue under both: STI SP001 Standard, and SPCC regulations (40 CFR Part <br />112). Additionally, the comments do not address the tanks that are impacted by oil. <br />OBSERVATION #2: In the SPCC Plans page 14 states: "As an environmental equivalent to the applicable industry <br />standards, Granite’s Environmental Department will inspect this area TWICE per year and will document the <br />inspection." <br />Facility failed to inspect the AST 1, AST 2 and AST 14 Cutback oil aboveground container for integrity based on <br /> 57 <br />FA0005245 PR0516151 SC001 07/22/2025 <br />EHD Rev. 12/06/2021 CP22 - AST Non-Qualified OIRPage 6 of 8 <br />1868 E.
