SAN J0AQUIN <br />COUNTY <br />AMENDED Environmental Health Department <br />7/7/2025 <br />Aboveground Petroleum Storage Act Program Inspection Report <br />Facility Name: <br />Facility Address: <br />1525 <br />Date: <br />DAMERON HOSPITAL <br />W ACACIA ST STOCKTON <br />June 19 2025 <br />15 <br />Code of Fed Regulations 112.7(a)(3)(i) 4010041 - SPCC Plan addresses the type of oil and storage capacity for all <br />fixed and portable containers <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the type of oil and <br />storage capacity for each fixed container: <br />- At the time of inspection, Table 4 of the facility's SPCC plan, titled "Table 4: Potential Spill/Release Scenarios," did not <br />include the facility's second 150 -gallon diesel day use tank. <br />REGULATION GUIDANCE: The SPCC plan shall include: (i) The type of oil in each fixed container and its storage <br />capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or <br />provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage <br />capacities. <br />CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and portable <br />and/or mobile containers, as required. Submit proof of correction to the EHD. <br />This is a (Minor) Violation. <br />29 <br />Code of Fed Regulations 112.7(f)(1), 112.7(f)(3) 4010023 - Employee training and spill prevention briefings discussed <br />in SPCC plan <br />OBSERVATION: Failure to include in the Spill Prevention, Control, and Countermeasure (SPCC) Plan a discussion, or <br />adequate description of all required employee training including annual spill prevention briefings provided to oil -handling <br />personnel: <br />- At the time of inspection, the facility's on-site SPCC Plan did not discuss annual spill prevention briefings for employees <br />who handle oil. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil -handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; <br />general facility operations; and, the contents of the facility SPCC Plan. (f)(3) Schedule and conduct discharge <br />prevention briefings for your oil -handling personnel at least once a year to ensure an adequate understanding of the <br />SPCC Plan for that facility. Such briefings must highlight and describe known discharges as described in § 112.1(b) or <br />failures, malfunctioning components, and any recently developed precautionary measures. <br />CORRECTIVE ACTION: The SPCC Plan shall include an adequate description of employee training. Training shall <br />address, at a minimum: operation and maintenance of equipment to prevent discharges; discharge procedure protocols; <br />applicable pollution control laws, rules, and regulations; general facility operations; content of the facility SPCC plan; and <br />annual discharge prevention briefings for oil -handling personnel to assure adequate understanding of the SPCC plan. <br />Provide proof of correction to the EHD. <br />This is a (Class 2) Violation. <br />30 <br />Code of Fed Regulations 112.7(f)(1) 4020001 - Training provided for op/maint of equip, discharge procedures, <br />laws/regs, general fac ops, and SPCC <br />OBSERVATION: It appears that the oil -handling personnel were not adequately trained, as required: <br />- At the time of inspection, the 10,000 -gallon diesel tank fill port box contained spilled diesel. The facility failed to provide <br />training to the oil -handling personnel regarding the following: 1. The operation and maintenance of equipment to prevent <br />discharges. 2. Discharge procedure protocols. 3. Applicable pollution control laws, rules, and regulations. 4. General <br />facility operations. 5. The contents of the SPCC Plan. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil -handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; <br />general facility operations; and, the contents of the facility SPCC Plan. <br />CORRECTIVE ACTION: Immediately provide adequate training to all oil -handling personnel and submit a copy of the <br />training log and training content to the EHD. <br />This is a (Class 2) Violation. <br />EHD - CUPA Inspection Report IS02 <br />Page 6 of 10 FA0002864 PR0526379 4518491 7/7/2025 <br />1868 E.
