<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />21 <br /> <br />• A traffic study for the project indicates that the Level of Service (LOS) on one or more <br />streets or at one or more intersections in the project vicinity will be reduced to LOS E or <br />F; nor <br />• A traffic study indicates that the project will substantially worsen an already existing LOS <br />F on one or more streets or at one or more intersections in the project vicinity. <br />Toxic Air Contaminants <br />For risk assessment purposes, TACs are separated into carcinogens and non-carcinogens. <br />Carcinogens are assumed to have no safe threshold below which health impacts would not <br />occur, and cancer risk is expressed as excess cancer cases per 1 million exposed individuals over <br />a lifetime of exposure. Non-carcinogenic substances are generally assumed to have a safe <br />threshold below which health impacts would not occur. Acute and chronic exposure to non- <br />carcinogens is expressed as a hazard index, which is the sum of expected exposure levels <br />divided by the corresponding acceptable exposure levels. <br />Odors <br />The Valley Air District has identified some common types of facilities that have been known to <br />produce odors, including sanitary landfills, and has established screening levels for potential <br />odor sources, in the form of screening distances, to semi-quantitatively assess a project’s <br />potential to adversely affect area receptors. For projects that would result in sensitive receptors <br />being located closer than the screening level distances, the Valley Air District has established the <br />following significance threshold for odor problems: <br />• More than one confirmed complaint per year averaged over a three-year period, or <br />• Three or more unconfirmed complaints per year averaged over a three-year period. <br />DISCUSSION OF IMPACTS <br />a) Conflict with or obstruct implementation of the applicable air quality plan? <br />Less-than-Significant Impact <br />As discussed in the Regulatory Setting section above, the Valley Air District has adopted several <br />air quality attainment plans for particulate matter and ozone that identify measures needed in <br />the SJVAB to attain NAAQS. Since the Valley Air District’s CEQA thresholds of significance were <br />developed to be consistent with other air quality attainment plans and regulations, projects with <br />emissions below the thresholds of significance for criteria pollutants would be determined to not <br />conflict with or obstruct implementation of the Valley Air District’s air quality plans. As discussed <br />in Impact b) below, the project’s emissions of criteria air pollutants from permitted and non- <br />permitted equipment and activities would be below the thresholds of significance. In addition, <br />the project would be required to comply with applicable rules and regulations of the Valley Air <br />District, such as Regulation VIII, which requires dust control measures to control the release of <br />fugitive PM10 emissions. Therefore, the project would not conflict with or obstruct any applicable <br />air quality plan. The impact would be less than significant. <br />b) Result in a cumulatively considerable net increase of any criteria pollutant for which the <br />project region is non-attainment under an applicable federal or state ambient air quality <br />standard?
