<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />20 <br /> <br />• Rule 4102 (Nuisance). This rule prohibits discharge of air contaminants or other materials <br />which cause injury, detriment, nuisance or annoyance to any considerable number of <br />persons or to the public or which endanger the comfort, repose, health or safety of any <br />such person or the public or which cause or have a natural tendency to cause injury or <br />damage to business or property. <br />• Rule 4642 (Solid Waste Disposal Sites). This rule limits volatile organic compound <br />emissions from solid waste disposal sites. <br />• Regulation VIII (Fugitive PM10 Prohibitions). This regulation consists of a series of rules <br />requiring the implementation of dust control measures to reduce fugitive dust emissions <br />generated by human activity. <br />ASSESSMENT METHODOLOGY <br />Regional Air Quality <br />Consistent with Appendix G of the CEQA Guidelines, the Valley Air District has adopted <br />thresholds of significance to assist lead agencies in the evaluation and mitigation of air quality <br />impacts under CEQA (Valley Air District 2015). The District’s thresholds establish levels at which <br />emissions of ozone precursors (ROG and NOx), PM10, PM2.5, carbon monoxide, sulfur oxides (SOx), <br />TACs, and odors could cause significant air quality impacts. The Valley Air District’s thresholds of <br />significance that are used in this analysis are summarized below in Table 1. <br />Table 1. According to the Valley Air District, a project <br />would result in a less-than-significant impact related to localized carbon monoxide <br />concentrations if neither of the following screening criteria are met at all intersections affected <br />by the development project:
