<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />69 <br /> <br />facilities, the construction or relocation of which could cause significant environmental <br />effects? <br />Less-than-Significant Impact <br />The project would not result in the relocation or construction of new utility-related infrastructure. <br />The project is limited to minor operational changes, and the demand for utilities will not <br />significantly increase. Therefore, project impacts would be less than significant. <br />b) Have sufficient water supplies available to serve the project and reasonably foreseeable <br />future development during normal, dry, and multiple dry years? <br />Less-than-Significant Impact <br />The project is limited to operational modifications at an existing landfill; any change in demand <br />related to water supply would be minimal. The impact would be less than significant. <br />c) Result in a determination by the wastewater treatment provider which serves or may <br />serve the project that it has adequate capacity to serve the project’s projected demand <br />in addition to the provider’s existing commitments? <br />Less-than-Significant Impact <br />The project is limited to the modification of landfill operations at an existing landfill. Demand for <br />wastewater treatment or provider capacity would be minimal and primarily associated with the <br />increase of six on-site employees. Thus, impacts related to wastewater treatment and demand <br />would be less than significant. <br />d) Generate solid waste in excess of state or local standards, or in excess of the capacity of <br />local infrastructure, or otherwise impair the attainment of solid waste reduction goals? <br />Less-than-Significant Impact <br />Project operation would be limited to an increase in solid waste intake by redirecting trucks that <br />currently pick up and dispose of waste at other landfills within the County and an increase in the <br />permitted tonnage of commercial waste accepted. Under the facility’s current SWFP, the <br />estimated closure year is 2048. Upon project implementation, the North County Landfill is <br />estimated to reach capacity in 2043. However, once the landfill reaches capacity, the County has <br />the option to expand the landfill via purchase of adjacent property. Project implementation itself <br />would not generate additional solid waste, therefore, no new infrastructure is proposed as part <br />of the project to accommodate additional waste at any County landfill. Therefore, the project <br />would not exceed the capacity of current infrastructure nor impair the implementation of waste <br />reduction goals. The impact of the project would be less than significant. <br />e) Comply with federal, state, and local management and reduction statutes and <br />regulations related to solid waste? <br />No Impact <br />The project would not implement operational changes related to solid waste collection until the <br />facility’s permit is amended. Thereafter, project operations would comply with the amended <br />SWFP. Thus, there is no conflict with federal, state, and local management regulations related to <br />solid waste. No impact would occur.
