<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />70 <br /> <br />4.2.20 Wildfire <br />If located in or near state responsibility areas <br />or lands classified as very high fire hazard <br />severity zones, would the project: <br />Potentially <br />Significant <br />Impact <br />Less-than- <br />Significant <br />Impact with <br />Mitigation <br />Incorporated <br />Less- <br />than- <br />Significant <br />Impact <br />No <br />Impact <br />a) Substantially impair an adopted emergency <br />response plan or emergency evacuation plan? <br />b) Due to slope, prevailing winds, and other <br />factors, exacerbate wildfire risks, and thereby <br />expose project occupants to pollutant <br />concentrations from a wildfire or the <br />uncontrolled spread of a wildfire? <br /> <br />c) Require the installation or maintenance of <br />associated infrastructure (such as roads, fuel <br />breaks, emergency water sources, power lines <br />or other utilities) that may exacerbate fire risk <br />or that may result in temporary or ongoing <br />impacts to the environment? <br /> <br />d) Expose people or structures to significant risks, <br />including downslope or downstream flooding <br />or landslides, as a result of runoff, post-fire <br />slope instability, or drainage changes? <br /> <br />ENVIRONMENTAL SETTING <br />The project site is a landfill and project activities are limited to operational changes; no site <br />expansion or construction activities are proposed. It is not located within a state responsibility <br />area and not within a designated fire hazard severity zone (CAL FIRE 2024). <br />REGULATORY SETTING <br />The General Plan Public Health and Safety Element outlines policies for fire hazards in the <br />County (General Plan 2016). Four communities within the County were identified as being at risk <br />for wildfire: Bellota, Clements, Linden and Lockeford); General Plan Policies 4.1 – 4.6 address <br />measures for fire resilience in these Fire Hazard Severity Zones. <br />DISCUSSION OF IMPACTS <br />a) Substantially impair an adopted emergency response plan or emergency evacuation <br />plan? <br />No Impact <br />The project site is located near Lodi in unincorporated San Joaquin County and not identified in <br />the General Plan as an area at risk for wildfire. Furthermore, project activities are limited to <br />landfill operations and would not physically interfere with any designated evacuation route or <br />public right-of-way. Therefore, the project would not substantially impair an adopted emergency <br />response plan or emergency evacuation plan, no impact would occur.
