Mitigation Measure <br />CUL-1 would ensure that any accidentally discovered cultural resources would be treated with <br />proper care if there is future ground-disturbing construction activity at the project site. Therefore, <br />the impacts would be less than significant with mitigation incorporated. <br />b) Does the project have impacts that are individually limited, but cumulatively <br />considerable? (“Cumulatively considerable” means that the incremental effects of a <br />project are considerable when viewed in connection with the effects of past projects, the <br />effects of other current projects, and the effects of probable future projects)? <br />Less-than-Significant Impact <br />The project is limited to the increase of waste acceptance and operating hours at an existing <br />landfill; solid waste would be diverted from other County landfills to North County Landfill. The <br />project is not connected to any past projects or anticipated future projects with which its <br />incremental effects would be deemed cumulatively considerable. Landfill operations would be <br />expanded, and upon the landfill’s closure, there is one other sanitary landfill, a recycling center <br />and transfer station, and a hazardous household waste facility to serve the County. Also, the <br />County will have the option of expanding the landfill via purchase of adjacent property. No site <br />expansion is proposed by the project and would thus not encourage further growth or <br />development within the County. The project’s cumulative impacts would be less than significant. <br />c) Does the project have environmental effects that will cause substantial adverse effects <br />on human beings, either directly or indirectly? <br />Less-than-Significant Impact <br />Based upon the impact evaluations in Sections 4.2.1, Aesthetics, through 4.2.20, Wildfire, the <br />project does not have the potential to result in environmental effects that will cause substantial <br />adverse effects on human beings. Two environmental impacts may be caused by the project, <br />related to cultural resources and tribal cultural resources. However, the project would implement <br />mitigation measure CUL-1, reducing project related impacts that may affect cultural resources <br />and tribal cultural resources to a less than significant level. Therefore, the project does not have <br />the potential to cause substantial adverse effects on human beings. <br />
