<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />74 <br /> <br />5.0 RESPONSES TO PUBLIC COMMENTS ON THE DRAFT IS/MND <br />The Draft IS/MND for the proposed North County Recycling Center and Sanitary Landfill Permit <br />Revision Project (State Clearinghouse No. 2025040062) was circulated for a 31-day public review <br />period from April 1, 2025, to May 1, 2025, pursuant to Section 15105 of the CEQA Guidelines. <br />The Draft IS/MND and the response to comments on the Draft IS/MND are informational <br />documents prepared by the Lead Agency that must be considered by decisionmakers before <br />approving the proposed project and that must reflect the Lead Agency’s independent judgment <br />and analysis (CEQA Guidelines, Section 15090). This section usually responds to the comments <br />and questions on the Draft IS/MND circulated by the County to public agencies and the public as <br />required by CEQA. However, no comments were submitted on the Draft IS/MND; therefore, this <br />Final IS/MND does not include responses to comments submitted by public agencies or the <br />public. This Final IS/MND does not describe a project having any new or substantially more <br />severe impacts than those identified and analyzed in the Draft IS/MND. Therefore, in accordance <br />with CEQA Guidelines Section 15073.5, recirculation of the Draft IS/MND is not required. <br />
