North County RC&SL Page 4 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />1.4.3 Ancillary Facilities <br />The ancillary facilities associated with the landfill include the entrance gate, internal, and <br />perimeter roads and fences, landfill office structures, maintenance building, scale house, scales, <br />the Recycling Center, wood waste processing and other infrastructure needed for landfill <br />operations (Plate 2). <br /> <br />1.5 EXISTING PERMITS AND APPROVALS <br />The NCRC&SL operates under the following permits and conditions: <br /> <br />• Solid Waste Facility Permit (SWFP) No. 39-AA-0022, issued by the California Integrated <br />Waste Management Board (Cal Recycle) dated April 15, 1993 (Table 1 and Appendix A). <br />• RWQCB Waste Discharge Requirements and Monitoring and Reporting Program issued <br />in Order No. R5-2010-0016, adopted January 29, 2010 (Appendix A). <br />• Permit to Operate, issued by San Joaquin Valley Air Pollution District, N-1119 <br />(Appendix A). <br />• Final Environmental Impact Report, Findings of Fact, March 1989 (for initial siting). <br />• Final Environmental Impact Report, Findings of Fact, December 2006 (for permit revision). <br /> <br />1.6 CEQA COMPLIANCE <br />In compliance with the California Environmental Quality Act (CEQA) process, the County <br />submitted the Final Environmental Impact Report (EIR) (SCH #88060714), dated March 1989 <br />(Jones and Stokes, 1989) for the initial siting of the facility. <br /> <br />A Negative Declaration was issued October 1992 (SCH #92082082) addressing the Recycling <br />Center. A Final EIR (SCH #2006062113) addressing the impact of the proposed permit revisions, <br />was certified December 5, 2006. This permit revision increased the permitted refuse vehicles and <br />the height of the landfill. <br /> <br />An Initial Study-Mitigated Negative Declaration was prepared and circulated in April 2025 (SCH # <br />2025040062). The document was prepared to support the proposed permit revisions that would <br />increase the daily tonnage limit to 4000 Tons per day, Increase the daily trip limit to 1,200 trips
