North County RC&SL Page 5 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />per day and change operating hours to allow the facility to open at 6:00AM daily. The ISMND <br />was approved by the Board of Supervisors June 17th, 2025. <br /> <br />Mitigation measures include the following requirements: <br /> <br />Mitigation Measure CUL-1: Accidental Discovery of Archeological Resources or Human <br />Remains <br />If suspected archaeological materials or paleontological resources are uncovered, work at <br />the place of discovery shall be halted immediately until a qualified archaeologist or <br />paleontologist can evaluate the finds as required by the CEQA Guidelines §15064.5(f). <br />Prehistoric archaeological site indicators include the following: obsidian and chert flakes <br />and chipped stone tools, grinding and mashing implements (e.g., slabs and hand stones, <br />and mortars and pestles), bedrock outcrops and boulders with mortar cups, and locally <br />darkened midden soils. Midden soils may contain a combination of any previously listed <br />items with the possible addition of bone and shell remains, and fire-affected stones. <br />Historic period site indicators generally include the following: fragments of glass, ceramic, <br />and metal objects; milled and split lumber; and structure and feature remains such as <br />building foundations and discrete trash deposits. <br /> <br />If human remains are encountered, excavation or disturbance of the location shall be <br />halted in the vicinity of the find, and the county coroner shall be contacted. If the coroner <br />determines the remains are Native American, the coroner shall contact the Native <br />American Heritage Commission (NAHC). The NAHC shall identify the person or persons <br />believed to be most likely descended from the deceased Native American. The most likely <br />descendant shall make recommendations regarding the treatment of the remains with <br />appropriate dignity. <br /> <br />Given the location of the site and previously disturbed condition, it is unlikely that remains will be <br />discovered, however, it they are discovered at any time, County staff will be responsible to halt <br />excavation and contact the coroner as provided above. <br /> <br />1.7 FACILITY INFORMATION <br />See Section 1.3. <br />
