North County RC&SL Page 11 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />3 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING, <br />AND DESIGN STANDARDS <br /> ___________________________________________________________________________________ <br /> <br />The landfill development design will be in accordance with the regulations applicable at the time <br />of construction. Lined Area 1 was designed to meet Title 14 Regulations. Areas 3 - 6 were <br />constructed in accordance with Title 27 and Subtitle D regulations. All subsequent areas will <br />meet the requirements for siting, seismicity, and design and construction in effect at the time of <br />construction. <br /> <br />3.1 AIRPORT <br />Title 27 CCR and Subtitle D of the federal regulations have requirements for siting new landfills <br />near airports. In addition, existing landfills must demonstrate that the units are designed and <br />operated so that the units do not pose a bird hazard to aircraft (see Landfill Operations, <br />Section 6). Because the landfill is located further than five miles from the nearest airport, the <br />regulatory requirements related to potential interaction between landfill and airports do not appear <br />to apply. <br /> <br />Since the landfill is not sited within a five-mile radius of any airport runway, the FAA or other <br />airport officials were not notified of new landfill lined areas. <br /> <br />3.2 VOLUMETRIC CAPACITY <br />The maximum volumetric design capacity of the site is 41.2 million cubic yards (refuse plus <br />cover soil, not including final cover). This volume is available with the landfill height of 320 ft MSL <br />(Table 2). <br /> <br />3.3 SITE LIFE ESTIMATES <br />The landfill portion of the North County Recycling Center and Sanitary Landfill is estimated to <br />reach design capacity by the year 2048 or later. The life of the site is uncertain, affected by <br />refuse disposal rate and refuse density. <br /> <br />
