North County RC&SL Page 12 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />The life estimate is based on: <br />• Useable airspace available to a maximum landfill height of 320 ft. elevation. <br />• Approximate average disposal rate increase of 3% per year from the 2018 disposal rate. <br />• Average refuse density of 1400 pounds refuse disposed per CY airspace consumed by <br />that refuse and associated daily and intermediate cover. <br /> <br />3.4 SOIL AVAILABILITY <br />Future total daily and intermediate cover, based on the waste quantities, are estimated to be <br />approximately 8 million CY (Table 1 in Appendix B). This is based on the approximation that daily <br />and intermediate cover needs are 20% by volume of in-place waste, plus construction of <br />perimeter drainage facilities. Cover soil is available from on-site excavation. Imported soil is not <br />used at this time, and is not anticipated to be needed. <br />
