North County RC&SL Page 13 of 64 Public Works/Solid Waste
Joint Technical Document County of San Joaquin – Revised July 14, 2025
4 PHYSICAL SETTING
___________________________________________________________________________________

4.1 TOPOGRAPHY
The elevation at the site (including refuse fill) varies between approximately 110 and 200 feet
MSL. Predevelopment elevation at the landfill ranged between 115 and 125 feet MSL (Plate 8).
Land within a mile of the site varies from approximately 100 on the western side of the site to 150
feet MSL northeast of the site (Plates 7 and 8).

4.2 CLIMATOLOGY
4.2.1 Isohyetal Map
The isohyetal map for the NCRC&SL indicates rainfall of approximately 17 inches per year
(Plate 9). The isohyetal Map of San Joaquin County was developed in “Storm Drainage Study
and Master Plan, San Joaquin County, January 1973”.

4.2.2 Floodplain
The NCRC&SL is outside all documented floodplain boundaries (Plate 10). The site and
surrounding areas are located in Zone C, which is identified as “Areas of minimal flooding”. Much
of the drainage from the site is routed to interim detention basins and into an existing offsite
drainage system (Plate 3 and Section 5.5).

The site has been evaluated with respect to current 100 year flood maps (Federal Emergency
Management Agency Flood Insurance Rate Map, San Joaquin County, California (unincorporated
Areas), Panel 365 of 925, May 1980. The site is not within the 100-year flood plain (Zone A), but
rather is classified as Zone C, defined as areas of minimal flooding).
