North County RC&SL Page 23 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />5.2.2 Future Design <br />Future landfill areas will be designed per Title 27 standards and Subtitle D, and will be the design <br />responsibility of a registered civil engineer. Such designs will coordinate with the final landfill <br />configuration (Figure 3 of Appendix B). <br /> <br />These designs will include the following: <br /> <br />• Excavation / Grading Plans <br />These plans will show finish grades for the area, vehicle access ramps, and tie-in to <br />existing areas. Excess soil stockpile areas will be designated as needed. <br /> <br />• Composite Liners <br />Composite liners consist of a geomembrane and a hydraulic barrier. The geomembrane <br />will be a minimum 60-mil HDPE fabric, or other as approved by regulatory agencies of <br />jurisdiction. The hydraulic barrier will be two feet of 10-7 cm/sec clay or approved <br />engineered equivalent, such as a geosynthetic clay (GCL) liner. <br /> <br />Liners will be installed to cover all natural geologic materials that would otherwise be in <br />contact with waste. <br /> <br />• Precipitation and Drainage Control <br />The units will be designed and constructed to limit ponding, infiltration, inundation, <br />erosion, slope failure, washout, and overtopping. <br /> <br />Diversion and drainage facilities will be designed, constructed, and maintained to <br />accommodate the anticipated volume of precipitation and peak flows from surface runoff, <br />prevent surface erosion, control and intercept run-on, and account for future units. <br /> <br />• Seismic Design <br />The units will be designed to withstand the maximum probable earthquake without <br />damage to the structures that control leachate, storm water, erosion, or landfill gas. <br /> <br />• Maximum Height (Vertical Limits)
