North County RC&SL Page 24 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />At completion, the height of the landfill will not exceed 320 ft elevation without written <br />approval by jurisdictional agencies. <br /> <br />5.3 CONSTRUCTION SEQUENCING PLANS <br />Because sizing of the areas is dependent on many operational issues, such as anticipated waste <br />stream and capital cost expenditures, the actual size and configuration of each Lined Area will be <br />adjusted by the County to meet the needs of the County. <br /> <br />5.3.1 Excavation and Stockpiling Plans <br />An excavation plan and a stockpile plan will be incorporated into the design of each area. <br />Excavation plans will include the earthwork slopes and base grades, liner limits, LCRS systems, <br />perimeter berms, haul ramps, drainage ditches and storm water basins, and locations of ancillary <br />facilities. The stockpile plans will show the location and grading contours for temporary <br />placement of the surplus soils. <br /> <br />The County may seek to lease land adjacent to the landfill property for the placement of an <br />interim stockpile for soil needed for closure. <br /> <br />Near the end of landfill development, particularly for Area 11, stockpiling may occur on the top <br />deck of previously constructed areas that have been filled to interim heights. Soil may also be <br />stockpiled north of the refuse fill in non-wetland mitigation areas. <br /> <br />5.3.2 Base Preparation and Liner Placement Plans <br />The base of each lined area will provide drainage to a sump, from which leachate will be removed <br />(Appendix B, Drawing 2). The sump for each area will be located on the permanent exterior edge <br />of the landfill. This will allow access to the leachate sump via a side slope leachate riser. <br /> <br />Each lined area will be separately designed and submitted for approval based on the <br />requirements of the regulations and permits (including WDRs) in effect at the time of submittal. <br />
