Surface vegetation and drainage berms will provide erosion control on <br />surfaces that have reached their near-final elevation. Benches will be constructed to direct storm <br />water away from refuse fill areas to the existing storm water facilities. <br /> <br />5.6 LANDFILL GAS (LFG) MANAGEMENT PLAN <br />5.6.1 Landfill Gas Migration Monitoring and Control <br />San Joaquin County monitors landfill gas at the landfill in accordance with the Landfill Gas <br />Monitoring Plan (Appendix I). The migration monitoring program verifies compliance with Title 27, <br />Section 20921, Gas Control, for subsurface migration across the monitoring perimeter. <br /> <br />5.6.2 Landfill Gas Collection <br />The initial LFG collection system, including flare, vertical wells and connecting piping, was <br />installed in 2006. Selected leachate risers may also be connected to the LFG system to enhance <br />LFG collection. Additional LFG collectors, primarily horizontal collection trenches, are now, and <br />will continue to be installed in the refuse as the landfill is constructed. These new collectors will <br />be connected to the LFG collection system as soon as practical. <br /> <br />Each collection point is provided with a monitoring port to measure applied vacuum and quality of <br />collected gas, and control valve to adjust the collection rate. The vacuum applied to each well is <br />adjusted according to the methane content measured at that well to maximize LFG collection <br />without significant intrusion of air into the landfill. <br /> <br />Collected LFG is combusted in a temperature controlled flare in accordance with the AQMD <br />permit (Appendix A). A new 1200 scfm low NOx flare was installed in November 2024 and will <br />function as the primary flare. The old flare will be used as back-up. Use of LFG for creation of <br />renewable natural gas or to generate electricity is being considered currently <br /> <br />5.7 ENVIRONMENTAL MONITORING <br />Water quality is monitored consistent with WDR Order No. R5-2010-0016 (Appendix A). The <br />groundwater monitoring well network presently consists of the groundwater monitoring wells <br />(Plate 6). Surface water (when flowing) is monitored at surface water monitoring points (WDRs
