North County RC&SL Page 25 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />5.3.3 Fill Sequencing Plans <br />The NCRC&SL is currently planned to be developed in approximately eleven Lined Areas. <br />Development of the areas would be in the sequential, counterclockwise numerical order (Plate 6 <br />and Appendix B Drawing 3). Detailed design plans for each area will be submitted to the <br />appropriate regulatory agencies for review prior to the construction of each lined area. <br /> <br />Currently, MSW is being placed in Lined Area 5A, 5B and Area 6 with area 7 serving as the soil <br />borrow area. The County intends to fill Areas 1 through 6 to near final maximum permitted <br />elevation in accordance with the revised permit height. Area 7 will be constructed in advance of <br />Areas 1-6 reaching their permitted refuse fill capacity. The next landfill area will then become soil <br />borrow area for daily cover. This process will be repeated for the remaining Areas 7 through 11 <br />(See Appendix B, Preliminary Closure/Postclosure Maintenance Plan for fill sequencing). It is <br />presently contemplated that soil will be stockpiled in the eastern mitigation area to provide daily <br />cover for the final Lined Area and closure of any un-closed landfill surfaces (Plate 6). Note that <br />the orientation and limits of Areas 7 and 8 maybe adjusted during final design. <br /> <br />5.4 LEACHATE COLLECTION AND REMOVAL SYSTEM <br />All lined areas will have a leachate collection and recovery system (LCRS). Leachate collection <br />systems include collection troughs with lateral and header piping surrounded with drainage <br />gravel. Each lateral leachate pipe will be equipped with a pipe riser for inspection and cleaning if <br />necessary. Leachate will drain along the troughs in the LCRS laterals to a leachate sump. The <br />sumps will include one or more pumps with sensors and automatic controls to maintain a low <br />leachate level. Above-ground leachate storage tanks are and will be used as needed to receive <br />leachate pumped from the sump. All leachate will be returned to the landfill in accordance with <br />the WDRs (Appendix A). <br /> <br />5.5 SURFACE WATER DRAINAGE AND EROSION PLANS <br />Final surface drainage will conduct rainwater north to the mitigation area and wetlands and to the <br />discharge points at the west and south property boundary (Appendix B, Drawing 1). Temporary <br />drainage will be managed as described in Section 6.8. <br /> <br />As the landfill surface changes over time and as appropriate, the County will design and construct <br />temporary surface water drainage features to control runoff and erosion, and to deliver runoff to
