North County RC&SL Page 32 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />In addition to the above PPE, the County also makes available the following safety equipment to <br />all employees: <br /> <br />• Earplugs <br />• Tyvek suits <br />• Dust masks <br />• Rubber gloves <br /> <br />First-aid kits as well as fire extinguishers are located in all buildings. In addition, all heavy <br />equipment is equipped with rollover protection and fire extinguishers. <br /> <br />6.2 SUPERVISION, PERSONNEL AND TRAINING <br />6.2.1 Personnel Requirements (Also Applies to Recycling Center) <br />Descriptions, qualifications and duties of site personnel will be adjusted as needed to facilitate <br />site operations. <br /> <br />Required qualifications for Site personnel (Plate 15) are as follows: <br /> <br />• Solid Waste Site Manager – Performs responsible supervisory work for refuse disposal <br />operations. Minimum qualifications include either four years as an Equipment Operator II, <br />Foreman or civil engineer involved in solid waste operations or activities, or engineering <br />construction activities in San Joaquin County, or four years of experience in heavy earth- <br />moving construction or in maintenance or operation of solid waste management faculties, <br />including two years in supervisory capacity. The Site Manager must have valid California <br />(CA) driver’s license. <br /> <br />• Solid Waste Recovery Supervisor – Supervises a maintenance crew engaged in <br />specialized road maintenance projects or a solid waste crew engaged in solid waste <br />disposal. Minimum qualifications include either three years as an Equipment Operator II <br />in San Joaquin County or three years’ experience in the skilled operation of road <br />construction and maintenance equipment including motor patrol graders and heavy-duty <br />trucks. The supervisor must possess a valid CA Class B driver’s license. Performs <br />supervisory and operations work in the Materials Recovery Facilities of the landfill.
