North County RC&SL Page 33 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />Minimum qualifications include either two years’ experience as an Equipment Operator I, <br />Refuse Worker III, or Senior Refuse Worker in San Joaquin County or four years of paid <br />experience in operating front end loaders, backhoes, and/or heavy trucks in a solids waste <br />disposal, transfer, or material recovery facility. The supervisor must possess a valid Class <br />B CA driver’s license. <br /> <br />• Equipment Operator II – Performs skilled work in the operation of public works heavy road <br />construction, maintenance and disposal site equipment; may act as lead worker over <br />other employees, and does related or other work. Minimum qualifications include either <br />two years as an Equipment Operator I or bridge maintenance worker in San Joaquin <br />County service or four years of paid work experience in the operation and maintenance of <br />heavy road construction equipment. <br /> <br />• Equipment Operator I – Performs skilled work in the operation of Public Works <br />Department road construction and maintenance equipment. Minimum qualifications <br />include either three years as a highway maintenance worker or equivalent class in San <br />Joaquin County, or three years of paid experience in the operation and routine <br />maintenance of heavy road construction and maintenance equipment. Must possess a <br />valid CA Class B driver’s license. <br /> <br />• Senior Solid Waste Recovery Worker – Performs semi-skilled work in operating and <br />maintaining wheel loaders, backhoes, and other light equipment. Senior Solid Waste <br />Recovery Workers must have either one year of paid experience operating and <br />maintaining light or heavy construction equipment, or one year as a Refuse Worker II and <br />valid CA Class C driver’s license. <br /> <br />• Solid Waste Recovery Worker – Performs unskilled and semi-skilled labor. Recovery <br />Workers must possess valid CA Class C driver’s license. <br /> <br />• Office Supervisor – Performs sub-professional accounting work of average difficulty such <br />as recording and summarizing a variety of transactions utilizing knowledge of the <br />principles and techniques of bookkeeping. Office Supervisors must have two years of <br />general office clerical work, one year of which must have been at the level of Office <br />Assistant II in San Joaquin County and one additional year of training, or work at least at <br />the level of Office Assistant III in San Joaquin County.
