North County RC&SL Page 41 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />• Other procedures as may be needed, as approved by the LEA <br /> <br />The load check program assigns a refuse worker to check loads and visually monitor the <br />unloading area. This worker examines the contents of the vehicles as they are unloading, <br />checking for prohibited wastes. <br /> <br />Random load checks are performed daily at both the landfill active face and the MRF. At each <br />location, a vehicle is selected at random, and County staff closely inspects the material as it is <br />removed from the customer’s vehicle. The results of these random checks are recorded, and the <br />record stored at the site. <br /> <br />If the hazardous waste material discovered in a customer’s load, then that material is <br />sequestered from the waste stream in accordance with the Hazardous Waste Exclusion Program <br />(Appendix G). Small quantities of hazardous waste are placed in the waste storage locker in the <br />Recycling Center for later disposal at a hazardous waste treatment facility. Large quantities are <br />staged on site until the customer arranges for removal at the customer’s expense by a contractor <br />licensed to handle hazardous waste. If the customer cannot arrange for the removal of the <br />hazardous waste, then County staff contacts a County vendor to remove and dispose of the <br />waste. <br /> <br />If non-hazardous but prohibited materials are discovered, then the customer is asked to retain <br />those materials within their vehicles. Those customers are given information and directions to a <br />waste facility licensed to receive such waste. <br /> <br />6.8 ENVIRONMENTAL CONTROLS <br />Nuisance is defined in Title 27 as “anything which is injurious to human health or is indecent or <br />offensive to the senses and interferes with the comfortable enjoyment of life or property”. <br />Operations at NCRC&SL are conducted to control nuisance at the site.
