North County RC&SL Page 42 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6.8.1 Fire Control <br />The scale house, recycling center, Employee/Maintenance Building, and pumphouse are <br />equipped with fire sprinklers and wall mounted fire extinguishers. Several fire hydrants are <br />available on site, including one near the water tank for use by fire-fighting equipment (Plate 2). <br />The hydrants are pressurized by a diesel-powered pump that automatically activates to maintain <br />pressure at the fire hydrants. <br /> <br />Heavy equipment and vehicles are equipped with fire extinguishers. Additional fire prevention is <br />provided by removing debris from undercarriages and engine compartments. <br /> <br />Fire extinguishers are checked monthly and replaced as needed. The Fire Department visits the <br />site approximately once each year to train employees in their use. <br /> <br />Fires at the landfill will be extinguished by site personnel by smothering the fire with soil. On-site <br />water trucks can also be used to apply water if needed. Equipment used for fire control consists <br />of one water truck, dozers, and loaders to put soil over the fire. <br /> <br />To prevent fires from spreading to neighboring properties, a firebreak is maintained along the <br />site’s eastern, western, and southern perimeters (Plate 2). The firebreak is maintained with the <br />use of a motor grader where landfill access roads do not provide this protection. The firebreak is <br />located just on the inside of the perimeter roadway and is approximately 10 feet in width. <br /> <br />The Linden Fire Department provides firefighting services to the facility. <br /> <br />6.8.2 Leachate Control <br />Generation of leachate is limited by controlling the intrusion of water into refuse. The County <br />uses sloped surfaces, daily cover, constructs the landfill surfaces with slope to drain, and places <br />berms in the active area to divert storm water away from the active area so that it does not come <br />into contact with the waste. <br /> <br />Leachate is returned to the landfill over Subtitle D-lined areas (Areas 3 and future Areas) in <br />accordance with the current Waste Discharge Requirements.
