North County RC&SL Page 46 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6.8.11 Landfill Gas Control <br />6.8.11.1 Subsurface Landfill Gas Migration Monitoring and Control <br />The County ensures that the concentration of landfill-generated methane gas does not exceed <br />the lower explosive limit for methane (5% by volume) at the migration monitoring perimeter, and <br />that the concentration of methane gas does not exceed 25 percent of the lower explosive limit <br />(1.25% by volume) in on-site structures. Combustible gas migration is monitored in accordance <br />with the Landfill Gas Monitoring Plan (Appendix I). <br /> <br />Control of LFG migration is provided by an active landfill gas collection system, operated in <br />accordance with San Joaquin Valley AQMD Permit to Operate. <br /> <br />6.8.11.2 Emissions Control <br />Control of emissions and protection against groundwater contamination is provided by a landfill <br />gas collection system, operated in accordance with San Joaquin Valley AQMD Permit to Operate. <br /> <br />6.8.12 Odor Nuisance Control <br />As discussed in Section 6.4 and 6.8, waste is covered with daily cover and intermediate cover to <br />control nuisances including odor. The County also reserves the right to refuse loads that, in their <br />opinion, will cause unwanted operating problems such as odors. The LFG collection system <br />minimizes the odorous gas that may emit from the surface. <br /> <br />Public odor complaints may be submitted to the County via mail, telephone, email, or fax. <br />Telephone calls are directed to the landfill supervisor. If the citizen desires to generate a record <br />of complaint, they can prepare a written complaint that will be kept on file at the County. <br /> <br />The County investigates each complaint and, if appropriate, takes the necessary corrective <br />action. The County responds to each complaint either via telephone or mail. <br />
