North County RC&SL Page 45 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6.8.8 Noise Control <br />Noise levels from site equipment and operations are controlled by maintenance of mufflers and <br />construction of berms around portions of the site. <br /> <br />6.8.9 Traffic Control <br />Landfill traffic access the site via the entrance road with two incoming and one exit lanes from <br />Harney Lane (Plates 2, 16, 17 and 18). This entrance road will be used throughout the <br />development of the landfill. <br /> <br />Signage within the facility directs traffic to the appropriate destination, depending on the type of <br />customer (Plates 16 through 19), including: <br /> <br />• Commercial Self Haulers • Commercial/Industrial/Refuse Haulers <br />• General Public Self Haulers • County Vehicles from Recycling Center to Landfill <br /> <br />The main access road extends south from the entrance between the future eastern half of the site <br />from the currently active western portion of the site (Plates 16 through 19). The main access <br />road extends further to the south to Areas 6. As development proceeds in the eastern half of the <br />landfill, portions of the main access road will be consumed by area development. For example, <br />when Area 7 is developed, the main access road will end at the northern boundary of Area 7 and <br />the remainder of the road will be removed and the surface lined to receive refuse. <br /> <br />6.8.10 Unloading Control <br />The unloading areas include the Recycling Center and the active face of the landfill. Signage <br />directs Self-haul and commercial vehicles directed to the Recycling Center (Plates 16 through <br />19). Large commercial haulers are directed to the active face of the landfill if the delivery vehicle <br />is proper for that use. <br />
