North County RC&SL Page 50 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />7.3 RECYCLING CENTER EQUIPMENT <br />Following is a list of transfer, recovery and processing equipment in the Recycling Center <br />Additional equipment will be added or existing equipment retired as needed to meet the needs of <br />the facility cost effectively. <br /> <br />Type Number Note <br />Front End Loaders 3 <br />Compactor 1 <br />Roll-off trucks 2 <br />Transfer Truck 2 <br />Transfer Trailer 3 120 cy <br />Backhoes 2 <br />Forklift 1 <br />Road sweeper 1 <br />Waste bins and roll-off containers 25 Various sizes from <br />10 cy to 40 cy <br /> <br /> <br />7.4 ENVIRONMENTAL CONTROLS WITHIN RECYCLING CENTER <br />7.4.1 Household Hazardous Waste Exclusion Program <br />The purpose of the Household Hazardous Waste Exclusion Program is to exclude materials <br />prohibited by environmental regulations or the Solid Waste Facility Permit (Appendix A), from <br />disposal at the facility. Prohibited materials include hazardous waste and medical waste. County <br />staff observes customers as they unload in the Recycling Center and if such materials are found <br />in customers’ vehicles during disposal, then County staff records customer information and <br />follows procedures identified in Section 6.7.1. <br /> <br />If prohibited material is discovered after the vehicle which delivered the material has left the <br />premises, Recycling Center staff places this material in a double-containment storage locker for <br />temporary storage. A licensed hazardous waste hauler for proper disposal then transports these <br />materials off-site.
