North County RC&SL Page 51 of 64 Public Works/Solid Waste
Joint Technical Document County of San Joaquin – Revised July 14, 2025
7.4.2 Fire Control
Fires within the Recycling Center are controlled primarily by prevention: loads containing ashes,
which are likely to also contain burning embers, are excluded from the floor. In addition, water
misting for dust suppression reduces the potential for fires.

The primary method of fire control within the Recycling Center is temperature-sensitive sprinkler
system and fire alarm. In case of fire, the sprinklers are activated and the local fire department is
alerted. This system is tested annually by the Fire Department. Flow to the sprinkler system is
verified quarterly by facility staff.

Other firefighting equipment includes fire hoses and fire extinguishers located at each corner of
the Recycling Center. In an extreme case, a water truck can be brought into the Recycling
Center to provide additional water.

7.4.3 Dust Control
It is not possible to prevent dusty conditions due to the dry nature of the material received within
the Recycling Center. However, dust is controlled by a sprinkling system suspended from the
ceiling.

7.4.4 Vector Control
Vector (primarily rodent) control is provided by the maintenance of rodent traps and poison bait
stations within the Recycling Center. It is not possible to retain the Recycling Center free of
rodents at all times due to the occasional receipt of rodent-laden refuse bins.

7.4.5 Litter Control
Litter within and adjacent to the Recycling Center is controlled primarily by the Recycling Center
Building, which shelters incoming refuse from wind. Litter is also removed by hand by County
Staff from the vicinity of the Recycling Center as necessary.
