North County RC&SL Page 58 of 64 Public Works/Solid Waste
Joint Technical Document County of San Joaquin – Revised July 14, 2025
special materials. Personnel handling special materials are required to wear safety vests, safety
glasses, hard hats, gloves, and proper footwear.

In case of an accident that includes injury to County or CAR staff, an accident report is filed and
appropriate action taken to minimize the potential for future similar accidents.

7.6.5 Treated Wood Waste
The Waste Discharge Requirements (WDRs) allow for the disposal of treated wood waste at the
landfill. Treated wood waste includes pressure-treated and creosote-coated wood.

When received, pressure-treated wood is disposed at the active face when it can be covered by
other refuse. If pressure-treated wood is received at the Recycling Center when the active face is
not open, then this material is stored in a bin for disposal when the active face is open.
Treated wood waste is not handled in the Green Waste processing facility. If discovered there,
pressure-treated wood waste is transported to the active landfill face for disposal.

7.7 VOLUME REDUCTION WITHIN THE RECYCLING CENTER
A sheep’s-foot compactor is rolled over waste materials in the recycling center to reduce the
volume of the waste. This material is then delivered to the landfill’s active face for disposal.

The compactor is operated near the middle of the tipping floor. Personnel operating a front-end
loader on the tipping floor push bulky refuse from both the general public side and the commercial
side to the middle of the tipping floor. The compactor spreads the refuse in lifts of two feet or less
and passes over it several times. Once the refuse is crushed, the refuse is removed from the
Recycling Center and delivered to the active landfill face for disposal.

The following measures are taken while using the compactor, in addition to routine safety
measures. Note that these locations and procedures may be adjusted to maximize the use of the
compactor and coordinate with other material-handling activities.

• Only qualified trained personnel will operate the compactor.
• The Compactor operates on the east side of a line of cement K-Rails placed north to south
within the Recycling Center.
