North County RC&SL Page 60 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br /> <br />8 WOOD WASTE <br /> ___________________________________________________________________________________ <br /> <br />8.1 GENERAL <br />For the purpose of this document, “wood waste” refers to green waste, yard waste, discarded <br />lumber, tree and shrub trimmings, and any other similar material, but not including treated wood <br />waste. Wood waste is handled according to Title 14 CCR, Section 17852 (a) 10 A. <br /> <br />Wood waste is stored and handled in accordance with the EIR certified December 5, 2006. <br />Wood waste handling, including equipment used and locations and volume of storage, may be <br />adjusted by the County based on the quantity of material received, the use of the material, or to <br />meet the needs of the customers, objectives of site operations, or regulatory requirements. <br /> <br />Wood waste is processed at an asphalt-paved Wood Waste Processing area south of the <br />recycling center by a private contractor (Plates 6 and 22). This area will be expanded or <br />relocated as needed to process the material received. <br /> <br />Haulers with loads that are entirely wood waste, including qualifying deliveries from the County’s <br />Lovelace Materials Recovery Facility, are sent directly to the wood waste processing area. <br /> <br />Some wood waste is first delivered to the Recycling Center, often in a load combined with other <br />refuse materials. When feasible, wood waste is separated from other municipal solid waste and <br />transported to the Wood Waste Processing area. When separation is not feasible, the combined <br />material is disposed as refuse in the landfill. <br /> <br />Once sufficient material is accumulated at the Wood Waste Processing area, the material is <br />ground by a barrel grinder or similar equipment. Grinding occurs during the hours during which <br />the landfill gates are open to receive refuse. <br /> <br />After grinding, the material is screened to separate the small particles from the larger material. At <br />this time, the sale of these materials is under the control of the wood waste processing contractor.
