North County RC&SL Page 62 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />9 PRELIMINARY CLOSURE AND POSTCLOSURE MAINTENANCE PLAN <br /> ___________________________________________________________________________________ <br /> <br />9.1 PRELIMINARY CLOSURE AND POSTCLOSURE MAINTENANCE PLAN <br />An updated preliminary closure and postclosure maintenance plan reflects the present landfill <br />design, including fill height to an elevation 320 feet MSL (Appendix B). <br /> <br />9.2 FINANCIAL ASSURANCE <br />Financial assurance for closure is demonstrated by the maintenance of a Closure Enterprise <br />Fund. As of December, 2024, the North County Recycling Center and Sanitary Landfill <br />component of that fund contained approximately $2.5 million (Appendix H). <br /> <br />Financial assurance for postclosure maintenance is demonstrated by a Pledge of Future <br />Revenue. <br /> <br />Financial assurance for operating liability is provided self-insurance. <br /> <br />Financial assurance for corrective action (water release) is provided by a Pledge of Future <br />Revenue. <br /> <br />Financial assurance for non-water release corrective action is provided by Pledge of Future <br />Revenue for water release corrective action, the cost of which exceeds that of the non-water <br />release corrective action. <br /> <br />San Joaquin County submits a letter to the regulatory agencies on a yearly basis. This letter <br />includes the status of financial assurance for all County-owned disposal sites. <br />
