Phase II Environmental Site Assessment Report <br />WESTLAKE SUBDIVISION VILLAGE E, G, H, I AND J <br />Regatta Lane <br />Stockton, California <br />WKA No. 13221.02 <br />July 27, 2021 <br />1.0 INTRODUCTION <br />Wallace -Kuhl and Associates (WKA) prepared this report to describe field activities, summarize <br />laboratory analytical results, and present conclusions for the Phase II Environmental Site <br />Assessment completed at the Westlake Subdivision Villages I, G, H, I, & J (Site). The Site is <br />located along Regatta Lane in Stockton, San Joaquin County, California (Figure 1 and 2). <br />Figure 3 illustrates that the Site is comprised of 93.62 that are identified by San Joaquin County <br />Assessor's Parcel Number (APNs) 066-050-230, 066-050-240, 066-050-250, and 066-050-260. <br />WKA identified Recognized Environmental Conditions (RECs) that are described in the WKA <br />report, Phase I Environmental Site Assessment, Westlake Subdivision Villages E, G, H, 1 & J, <br />Regatta Lane, Stockton, California., WKA No. 13221.01, dated July 6, 2021 (Phase I ESA <br />Report). The Phase I ESA Report presented Site historical aerial photographs that revealed the <br />Site had supported row crops and other irrigated crops from at least 1937 to at least 1998. The <br />Site was excavated, by 2006, to construct an approximately 30 -acre lake, around which <br />residential lots would be developed. The lake occupies APN 066-050-270, which is not included <br />in parcels addressed by this Phase II ESA study. <br />Visual observations made during the Phase I ESA site reconnaissance revealed the Site <br />surface did not exhibit significantly changing surface elevations. These observations indicate <br />that the entire area of the Site that is outside of the lakes was likely covered by soil excavated to <br />construct the lake. <br />WKA identified recommended sampling procedures for soil that formerly supported agricultural <br />activities using the DTSC Interim Guidance for Sampling Agricultural Properties -Third Revision <br />(August 7, 2008)' (Agricultural Guidance). <br />Interim Guidance for Sampling Agricultural Properties (Third Revision) (DTSC August 7, 2008).
