Phase 11 Environmental Site Assessment Report Page 2 <br />WESTLAKE SUBDIVISION VILLAGE E, G, H, I AND J <br />Regatta Lane <br />Stockton, California <br />WKA No. 13221.02 <br />July 27, 2021 <br />2.0 SAN JOAQUIN COUNTY SOIL BORING PERMITS <br />San Joaquin County regulations required that WKA submit applications for Site Mitigation Well <br />and Boring Permits (Boring Permits) for borings planned for locations on each of the four <br />parcels comprising the Site. WKA changed the sample collection process from using borings to <br />using test pits because of unexpected difficulties in moving this project forward. WKA was still <br />required to obtain San Joaquin County Boring Permits, one for each of the four Assessor's <br />Parcel Numbers, and to file a Site Mitigation Master File Record Information Form for this study. <br />Copies of the permit applications and the File Record Information form are provided in Appendix <br />A of this Report. <br />3.0 FIELD ACTIVITIES <br />The purpose of the activities comprising this Scope of Services was to evaluate surface soil for <br />the potential presence of chemical residues arising from the Recognized Environmental <br />Conditions (RECs) that were identified by the Phase I ESA study. The RECs addressed by this <br />report are listed below. <br />• The potential presence of OCPs and total arsenic in soil that was excavated to construct <br />the lake and that was placed as fill over the remaining portion of the Site. <br />• The potential presence of OCPs and total arsenic in soil that is stockpiled at locations <br />within the Site. <br />• The potential presence of OCPs and total arsenic in soil that was covered by the <br />approximately 2'/2 feet thickness of soil that was placed as fill over the Site. <br />The following sections describe activities to collect soil samples from locations over the Site. <br />Soil Sample Locations <br />Figure 4 illustrates the 64 sample locations (S1 through S64) that were distributed over the <br />93.62 -acre area comprising the Site. WKA also collected samples from eight locations (SP1 <br />through SP8) that represented soil stockpiled within the Site. WKA understands that the <br />stockpiled soil is excess from underground constructions and that the stockpiled soil will be <br />used as fill for the excavations.
