Fulcrum Resources Environmental (FR) is pleased to present this proposal for a limited subsurface <br /> environmental assessment to investigate subsurface conditions at the subject property. This is a <br /> preliminary investigation;thus,this investigation is intended for screening purposes only. Should impact <br /> be discovered from contaminants of concern in the areas of concern assessed, additional assessment <br /> may be necessary to further evaluate the environmental risks; however, in our opinion, the proposed <br /> scope of work adequately meets the objective to assess the identified concerns. <br /> Background <br /> FR prepared a Phase I Environmental Site Assessment (ESA) Report for the subject property, dated June <br /> 28, 2021. Below is a summary of findings from FR's Phase I ESA Report: <br /> Summary of Property Description <br /> The subject property consists of two rectangular-shaped, contiguous parcels that totals 3.012 acres in <br /> size. The southern parcel is improved with three commercial structures including a 3,000-square-foot <br /> office building, a 2,250-square-foot shop building, and a 1,600-square foot covered vehicle washing <br /> building (subject buildings). The office building contains a lobby area, small office spaces, a meeting <br /> room, a break area, and two restrooms. A roll-up door is located on the northern side of the structure <br /> which opens into the meeting room and break area.The shop building contains a single open room with <br /> two large, raised wood and steel platforms for additional storage space. A large floor-to-ceiling sliding <br /> double-door is located on the northern side of the structure. The vehicle washing building consists of <br /> three open-air washing ports with drains and a grease trap to contain wastewater from cleaning vehicles. <br /> A small steel shed located adjacent to the shop building houses a potable water well and pump system. <br /> Summary of Property History <br /> Based on a review of available historical records, the subject property was improved with several <br /> residential structures on the southern portion of the property from as early as 1937 until sometime prior <br /> to 1957. By 1957, the subject property was used as a storage yard with several structures on the <br /> southwestern portion of the property. By 1963, the southwestern portion of the subject property <br /> appeared to be improved with a structure resembling the westernmost subject building(office building). <br /> Between 1968 and 1975, the westernmost portion of the subject property was redeveloped into a <br /> frontage road for Interstate Highway 5. By 1998, the subject property resembled the current layout of <br /> the subject property. No tenant information is known for the subject property prior to 1990. Since 1990, <br /> the subject property has been occupied by various auto parts and towing companies including Bloom's <br /> Auto Parts from 1990 to 2004, Valley Tow Service in 1996, Acme Truck Sales from 1999 to 2004, and <br /> Pride Truck Sales (the current tenant since 1998). <br /> According to the City of Stockton Community Development Department, the subject property was <br /> improved with a grease trap in 1984 which was intended to contain wastewater from cleaning auto parts <br /> for Bloom's Auto Parts. Records from the San Joaquin County Environmental Health Department <br /> (SJCEHD) indicate the subject property was equipped with several generations of septic tanks which were <br /> originally installed in the 1950s and removed in the 1980s. Additionally,the subject property is equipped <br /> with one potable water groundwater installed in 1998. <br /> 2 <br />
