Based on a review of available historical records, the subject property was improved with several residential <br /> structures on the southern portion of the property from as early as 1937 until sometime prior to 1957. By 1957, <br /> the subject property was used as a storage yard with several structures on the southwestern portion of the <br /> property. By 1963, the southwestern portion of the subject property appeared to be improved with a structure <br /> resembling the westernmost subject building (office building). Between 1968 and 1975, the westernmost portion <br /> of the subject property was redeveloped into a frontage road for Interstate Highway 5. By 1998, the subject <br /> property resembled the current layout of the subject property. No tenant information is known for the subject <br /> property prior to 1990. Since 1990, the subject property has been occupied by various auto parts and towing <br /> companies including Bloom's Auto Parts from 1990 to 2004, Valley Tow Service in 1996, Acme Truck Sales from <br /> 1999 to 2004, and Pride Truck Sales (the current tenant since 1998). <br /> According to the City of Stockton Community Development Department, the subject property was improved with <br /> a grease trap in 1984 which was intended to contain wastewater from cleaning auto parts for Bloom's Auto Parts. <br /> Records from the San Joaquin County Environmental Health Department (SJCEHD) indicate the subject property <br /> was equipped with several generations of septic tanks which were originally installed in the 1950s and removed <br /> in the 1980s. Additionally, the subject property is equipped with one potable water groundwater installed in <br /> 1998. <br /> Based on the historical use of the subject property by various auto parts and towing companies, past engine parts <br /> cleaning may have occurred which discharged wastewater into the grease trap and former septic tank. The <br /> historical use of the subject property by various auto parts and towing companies in conjunction with the <br /> presence of an on-site grease trap (installed in approximately 1984) and former septic tank represents a REC. <br /> Recognized Environmental Conditions (RECs) <br /> The following RECs were identified in connection with the subject property: <br /> • The historical use of the subject property by various auto parts and towing companies in conjunction with <br /> the presence of an on-site septic tank, and the lack of sampling data, represents a REC at the subject <br /> property. <br /> • The historical use of the subject property by various auto parts and towing companies in conjunction with <br /> the presence of an on-site grease trap (installed in approximately 1984) represents a REC at the subject <br /> property. <br /> Therefore, a subsurface investigation was recommended at the subject property. <br /> This report documents a Phase II Limited Subsurface Investigation for the property performed by Fulcrum <br /> Resources Environmental on August 6, 2021.
