MEMORANDUM <br /> Date: January 23, 2026 <br /> To: Environmental Health Department, San Joaquin County <br /> From: Emily Siegel, Roux Associates, Inc. <br /> Subject: Preliminary Subsurface Investigation Work Plan <br /> 1320 W Weber Avenue, Stockton, California <br /> APN 145-190-22 <br /> Roux Associates, Inc. (Roux) prepared this Preliminary Subsurface Investigation Workplan (Investigation <br /> Work Plan)for the above-referenced property(Site), on behalf of the property owner, Nutrifresh Holdings <br /> LLC (Nutrifresh). <br /> SITE DESCRIPTION AND HISTORY <br /> The Site is located at an address of 1320 W Weber Avenue in Stockton, California (Figure 1). The Site <br /> comprises Assessor Parcel Number (APN) 145-190-22 and Hshares its address with the west-adjacent <br /> parcel, APN 145-190-21. <br /> The Site is 3.9 acres, is currently developed with a single industrial warehouse structure, and is utilized <br /> for cold storage operations. The Site is proposed for industrial redevelopment with an industrial cold <br /> storage warehouse structure and surrounding at grade asphalt parking area. The following scope of work <br /> is proposed for initial subsurface investigation prior to Site redevelopment to investigate for potential <br /> contaminants in groundwater related to historical operations on adjacent parcels. <br /> PURPOSE AND SCOPE OF WORK <br /> In this initial screening of groundwater, Roux will investigate contaminants at the Site from historical <br /> operations from the surrounding industrial area. This Preliminary Subsurface Investigation includes the <br /> collection of grab groundwater samples from two temporary borings on Site (Figure 2) advanced to 25 <br /> feet below ground surface (bgs). <br /> PRE-FIELD OPERATIONS <br /> In preparation for fieldwork, Roux has prepared a site-specific Health and Safety Plan to ensure worker <br /> safety, included in Attachment A. Roux will contact Underground Service Alert (USA) a minimum of two <br /> business days prior to subsurface activities to notify utility operators of the planned work and to request <br /> marking of nearby utilities to identify potentially buried utility lines (i.e., natural gas, electric, water, sewer, <br /> telephone, fiber optic, etc.). Additionally, Roux will retain a private utility locator to evaluate the proposed <br /> boring locations and mitigate the risk of disrupting potentially buried utility lines prior to boring. The private <br /> utility locator will locate utilities within each of the proposed boring locations using geophysical survey <br /> methods. All sampling locations will be hand cleared to 5 feet bgs (total depth of borings) using a hand <br /> auger per Roux's safety requirements. <br /> BORING ADVANCEMENT, SAMPLING, AND DESTRUCTION METHODS <br /> A total of two borings will be advanced on the Site to collect grab groundwater samples. Roux will contract <br /> with Cascade Drilling, a C-57 drilling contractor, to conduct the drilling activities on Site. The first five feet <br /> of each boring will be advanced with a hand auger, and the remaining depth of the boring will be advanced <br /> with a Direct Push Technology(DPT)Geoprobe rig.
