PE 2546 GAITAN
30 min Julie.d.munn@arcadis.com SC 007
There is a scheduled soil sampling date on February 10th 2020. Sent response
email requesting time they will be on site. Discussed spill report with Claudia Muro
(EHS).Sent copy of email to Claudia and Elena Manzo (Lead Senior REHS).
02/07/2020 Received complaint information from Jason Gaitan in preparation for upcoming PE 2546 MURO
18 min sampling on Feb. 10, 2020. SC 007
02/10/2020 Muniappa Naidu, CUPA Program Coordinator, requested I visit the site to witness PE 2546 FLORIDO
120 min Arcadis soil sampling. Called Danielle Powell ofAcradis to verify she is still on-site SC 544
sampling. Danielle stated she was on-site but was waiting on confirmation from
her manager if she will continue to sample today. Notified Muniappa, who
requested I still visit the site to obtain the sampling information that was not
obtained by Claudia Muro, EHS, since Claudia was on-site but had to respond to
an other spill incident.
Checked in at Union Pacific Railroad front office. Onsite and met with Danielle
Powell,Arcadis Scientist I and sampler, and Brandon Eck, Patriot Environmental
Supervisor. Observed six holes, which were hand augered by Brandon and from
which soil samples were taken by Danielle, before I arrived on-site.
Witnessed Brandon hand augering a seventh hole, designated SS7, which is
currently the sampling hole furthest west from the impacted track. A sample,
SS7-13, was taken from this hole at 13 inches depth, with PID reading 123.3 ppm,
and diesel odor detected per Danielle. Witnessed the following depths and
corresponding PID readings at SS7: 22 in., 41.3 ppm; 31 in., 123.2ppm; 37 in., 9.7
ppm; 41 in., 3.9 ppm; 46 in., 13.6 ppm; and 50 in., 15.7 ppm. A sample, SS7-54,
taken at 54 inches depth, with PID reading 5.4 ppm, and slight diesel odor
detected.
Five feet north of SS7, Brandon removed the ballast and hand dug out the soil just
beneath the ballast; the PID read 41.7 ppm for the soil. The area was backfilled.
Brandon continued this process 10 feet north of SS7, which had surface soil with
87.6 ppm PID reading; and 15 feet north of SS7, surface soil with 42.2 ppm, diesel
detected.
"Note: Depth measurements include the depth of the ballast layer.
Checked out at front office and left site for EHD.
