Email: Pholt@up.com SC 907 Let me know that Patriot Environmental will be on site to finish excavating the remainder of the soil contaminated with diesel. He stated that Patriot Environmental will be there approximately 10am today. Received a call from Joe McGuffin from Patriot Environmental. Letting me know that the Clean-up is close to being finished. Received call from Paul Holt, Manager Hazardous Materials for UPRR; (916) 540-0496 updated me on the spill clean-up. Letting me know Arcadis environmental agency will be on site to help with the spill. Called Muniappa Naidu (Program Coordinator) updating him on spill clean-up. 11/11/2019 1:36 pmSigned in to UPRR front desk. 1:48pm met with Kevin Renlund, Project PE 2546 GAITAN 180 min Geologist for Arcadis. We met with Chris from Patriot Environmental. Chris SC 974 explained that he and his crew shoveled approximately 6 additional inches of soil from track ballast. He stated Joe McGuffin did PID testing and got a reading of 300 ppm earlier in the day. Kevin took out his PID tester and got a soil sample and got a reading of 515 ppm. Kevin asked how much further they can dig before having to contact USA dig or impacting the track integrity. Chris stated that he can dig up to 2 inches more. Kevin called his supervisor. Called Muniappa Naidu (Program Coordinator) updating him on clean-up. Kevin Renlund, PG for Arcadis stated that his supervisor suggested digging 2 more inches and doing additional testing. Chris called Joe McGuffin from Patriot Environmental and Paul Holt from UPRR. Chris stated that Paul wants to dig 2 more inches and see what the PID testing results are. Patriot crew dug 2 more inches. A combined total of 17 to 18 inches of soil were dug out from the track ballast. Kevin retrieved a soil sample for analytical testing and grabbed another soil sample to do PID testing. Patriot did their own PID testing both got results of 430ppm. Chris stated that Paul suggested back filling the track ballast and calling out USA dig. Chris stated that once USA dig gives them the okay, they will take a borehole sample to confirm how far the diesel impacted the soil and take additional clean-up action from there. Patriot crew back filled the track ballast. Kevin Renlund confirmed that backfill was acceptable and marked the tracks with spray paint to help pinpoint spill location. A combined total of Ten 55 gallon drums with oily debris were generated. All were kept on site 1000 Roth Rd. French Camp Ca. 3pm left site. Refueled ER truck Arrived back home at 4:20pm. 11/12/2019 Received Cal OES spill report from Francisco Ruiz (Office Assistant). Read PE 2546 GAITAN 6 min through information, double checking if information is consistent with complaint. SC 007 11/12/2019 Updated Elena Manzo (Lead Senior REHS) regarding spill. PE 2546 GAITAN 6 min SC 007 11/12/2019 Prop 65 generated. Submitted to Elena Manzo for review. PE 2546 GAITAN 18 min Mailed out to Paul Holt from UPRR to 1600 Vernon St. Roseville, CA 95678. SC 544 11/12/2019 Emailed photos sent to ER phone by Patriot Environmental to myself. PE 2546 GAITAN 12 min SC 544 11/12/2019 Created photo logs, typed up narrative, printed out ER response record, site map, PE 2546 GAITAN 78 min notice to abate and printed out emails. Received copy of Prop 65 and included it SC 544 into ER Record. 11/13/2019 Made grammatical corrections to narrative on Saturday (11/10/19). PE 2546 GAITAN 6 min SC 007 Page 2 of 10
